REQUEST FOR PROPOSALS
IMPLEMENTATION OF TWO-FACTOR/MULTI-FACTOR AUTHENTICATION (2FA/MFA)
RFP–IT-2025-0010

The Town seeks to purchase hardware and services to implement two-factor/multifactor authentication (2FA/MFA) using non-subscription hardware security keys/tokens, preferably Yubikey 5 NFC or equal for on-premise Microsoft Exchange 2019, Fortinet VPN logins, Microsoft ID (Azure AD), and possibly Microsoft Windows 10/11 for the Town of Weymouth, Massachusetts. This procurement shall be conducted in accordance with the provisions of M.G.L. c.30B.

All proposals must include any hardware, implementation, and training costs, and must specifically call-out any recurring costs that would be incurred by the specific implementation as described. Please also include verifiable references to any previous similar projects that the company has participated in.

The Request for Proposals (RFPs) will be available and may be obtained electronically by emailing procurement@weymouth.ma.us beginning at 10:00 a.m. on Monday, January 20, 2025.

Respondents shall submit SEPARATE Price and Non-Price proposals. The Price proposal must be signed, placed in a SEPARATE envelope, and sealed. The Non-Price proposal must comply with all minimum requirements set forth in this RFP in order to be considered responsive.

The Non-Price proposal must be in a SEPARATE envelope. Both envelopes containing the Price and Non-Price proposals must be marked with the Respondent's Name, Date of Opening, and labeled either the Town of Weymouth “RFP Proposal for Implementation of 2FA/MFA -Price Proposal”or Town of Weymouth “RFP Proposal for Implementation of 2FA/MFA  - Non-Price Proposal”

Sealed proposals, submitted in accordance with this Request for Proposals (“RFP”) will be received and registered by the Town of Weymouth, Massachusetts (“Town”) Procurement Office with an address of, 111 Middle Street, Weymouth, MA  02189 until 10:00 a.m. on Friday, February 14, 2025.

All questions and requests for clarifications must be received in writing by 3:00 p.m. on Tuesday, January 28, 2025. All answers will be in the form of an addendum and sent to registered Bidders by 3:00pm on Friday, February 7, 2025.  All questions are to be sent to via email to procurement@weymouth.ma.us .

The Chief Procurement Officer in consultation with the Chief Information Officer will make the award of the contract.  The Town of Weymouth reserves the right to reject any and all proposals if it deems such rejection(s) to be in the best interest of the Town, to waive informalities, to permit a Proposer, to clarify discrepancies, to conduct discussions with all qualified Proposers in any manner necessary, and/or to award a contract to serve the best interests of the Town.
