Radford Army Ammunition Plant (RFAAP) Industry Day #5



September 16-17, 2025





1. Announcement:



The Army Contracting Command - Rock Island, the Project Lead Joint Services, and the Joint Munitions Command will be hosting Industry Day #5 for the planned competition for the production of propellants and the operation of the RFAAP. Industry Day #5 will consist of RFAAP Facility Tours with a brief overview prior to the tour and one-on-one sessions.

The USG intends to allow companies access to various facilities (see Agenda below). In addition, the USG intends to hold one-on-one sessions with the companies, focused on Industry’s feedback of the Industry Day tour and Draft Request for Proposal responses.





NOTE: Depending on the level of interest, multiple sessions/days of tours may be needed during this week to maintain a safe environment. Please remain flexible in your availability. The USG will provide a final schedule, agenda, and visitor instructions in advance of the event.





2. Registration



a. Interested participants must register in advance by completing the Company Registration Form and Individual Registration Form accompanying this announcement. Completed registration forms shall be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil, Amanda Carlson at amanda.l.carlson25.civ@army.mil and Derek Rooks at derek.s.rooks.civ@army.mil no later than Noon Central Time on September 01, 2025. Each participant’s request must be approved by the USG prior to attendance. Each participant’s request must be approved by the USG prior to attendance. Late registrations will not be considered.



b. These facility tours support a contract for which competition will be limited to companies within the U.S., its outlying areas and Canada. The tours will include access to Controlled Technical Information. In the event that a U.S. company intends to subcontract to a foreign company and wishes to include representatives from that foreign company on the tours, the following information must be provided upon registration. Note that this information must be provided by the U.S. company.




  • Names of foreign company personnel requesting inclusion in facility tours. This includes U.S. citizens representing a foreign company.

  • An appropriate licensing agreement approved export license from the U.S. State Department (DSP-5).

  • Technology Transfer Agreement (TTA) between the U.S. company and foreign subcontractor.



c. Facility Tour Registration: This event is limited to a maximum of four representatives per company. Individuals from consulting firms acting on behalf of a particular company will be included in the respective company’s total representative count. The limit will be strictly enforced.



​​​​​​​d. One-on-One Registration: Please indicate on the Company Registration Form your company’s interest in attending a one-on-one session with the USG. Session topics will not be publicly shared as exchanges with each company will contain proprietary information. The USG will contact each company directly to coordinate the date and time of the one-on-one session and provide additional details. A virtual option will be provided for those who cannot attend in-person. Attendance for the one-one-one sessions will be limited to a maximum of four representatives per company in-person in addition to a maximum of four representatives per company virtually. Individuals from consulting firms acting on behalf of a particular company will be included in the respective company’s total representative count. The limit will be strictly enforced.



e. The USG does not intend to award a contract on the basis of this Industry Day and/or one-on-one sessions or otherwise pay or reimburse respondents for participation in this event. Do not rely on information presented today in formulating proposals. Should a Request for Proposal (RFP) be issued, any information contained within the RFP supersedes the information presented here. No USG personnel, except for the Contracting Officer, can make any commitments on behalf of the USG.





3. Agenda:



a. The timeline of the agenda will depend on the number of attendees registered. A tentative timeline is as follows:




  • Day 1 – Brief USG Overview, Facility Tours, One-on-One sessions

  • Day 2 – Facility Tours and One-on-One sessions



b. For this industry day, we will be giving the option to visit any of the buildings previously visited in Industry Days: the legacy nitrocellulose area, new nitrocellulose area, NAC/SAC, solvent propellant line, solventless propellant line (4th rolled powder and rocket) and utilities areas. Companies will have an opportunity to select a limited amount of areas they would like to see again for a closer look over the two (2) days. Tour guides will conduct personal tours for each individual company (limit 4 per company) unless it requested by two (2) companies to be combined into one (1) personal tour of the areas of their choice. The tour guides will not provide any additional information via a script and would simply just be facilitating safe touring of the facilities. Other potential future Industry Days may include tours of areas that are not directly production or utilities related such as the changehouses, office spaces, maintenance parts storage, etc. More details will be provided to registered companies prior to the Industry Day.



c. Participants are encouraged to submit questions and/or comments regarding Industry Day #5 after the event by utilizing the attached Question/Comment form. All questions received through the Question/Comment form will be answered by the USG and posted to SAM.gov. Question/Comment forms shall be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil , Amanda Carlson at amanda.l.carlson25.civ@army.mil , and Derek Rooks at derek.s.rooks.civ@army.mil no later than September 24, 2025.





4. Safety:



a. The USG considers the safety of the RFAAP staff, operators, and those attending the RFAAP facility tours top priority.



b. Badging, Security, and Safety information pertaining to the tours will be required. Visitors will observe all plant safety and security regulations during visits.



c. Personal protective equipment will be required and provided by the USG. Please disclose size information as annotated on the Individual Registration Form.



d. The USG reserves the right to deny entry to the facility for any individual who does not follow protocol and/or fails to meet the safety criteria established.





5. Security



a. Companies must have an active registration with the Joint Certification Program in order to attend the tour.



b. Visitors shall observe all plant safety and security regulations during visits.



c. Contractors are not permitted to have Personal Electronic Devices at any point during the facility tours. No picture-taking or recording is allowed.



d. The USG reserves the right to deny entry to the facility for any individual who does not follow protocol and/or fails to meet the security criteria established.
