SCOPE OF WORK
REQUEST FOR PROPOSAL FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES
PUBLIC WORKS AND FLEET MAINTENANCE CAMPUS
Background
The City of Greenwood (City) is located geographically in the Upper Savannah region of the South Carolina
Piedmont. With a service area of approximately 14 square miles, it is the county seat of Greenwood
County and has a population of approximately 23,000.
The City owns and operates a Public Works and Fleet Maintenance Campus at 315 Fair Avenue (PIN 6855-
054-870) which encompasses approximately 8 acres near the City’s Uptown. Approximately 6.5 acres is
used for the Public Works and Fleet Maintenance Campus and the remaining 1.5 acres is used as an
athletic field. The site is bordered to the north by residential properties, to the east by Greene Street and
residential properties, to the south by a creek and more residential properties, and to the west by City-
owned sports fields and eventually Phoenix Street. Access to the campus is via Fair Avenue and Greene
Street.
The City has owned a portion of the site since the early 1900s and has combined the original parcel with
additional parcels over the years. The campus has four main buildings (the Public Works administration
building, built after 1973; the fleet maintenance building, 1961; a sanitation truck storage shed; and a
fleet storage shed), a fueling station for City and County vehicles, a vehicle impound lot, gravel internal
access roads and multiple ancillary structures. Many of the departments that utilize the space, such as
fire, City and County law enforcement, and emergency management services (EMS) require the need for
heightened security and use during non-business hours. The campus shares parking with the adjacent
City-owned sports facility and provides access to an adjacent substation owned by Greenwood CPW. Use
of the parking lot and access to the substation may also occur during non-business hours.
The City departments working on this campus have 34 employees, and the city fleet has grown to
approximately 190 vehicles and over 100 pieces of equipment (mowers, trimmers, tractors, blowers, etc.).
Seven of the current employees are in supervisor roles needing appropriate office space, with other
employees able to share available workstations. The site is not open for public use, but material deliveries
are made to the facilities.
Project Details
This scope of work proposed is to replace and rehabilitate the existing structures and facilities and to
create a more functional work environment on this site. The campus will remain the administrative
nucleus for Public Works and Fleet Maintenance. Fleet maintenance, vehicle impound, fleet wash station,
fueling station, and equipment storage functions are to remain in this campus location. Other site
functions that will need to remain include the storage of mulch, stone, and other bulk materials, currently
housed on the northern portion of the site and an aboveground waste oil storage tank near the northwest
corner of the Shops Building. The site contains groundwater wells for the monitoring of underground
storage tanks.

Improvements to the current facilities should include the following:
Adequate space for offices, restrooms/showers facilities, breakroom/training room(s), and
equipment/parts storage
Elimination of flooding during heavy rains
Upgraded security and site lighting
Adequate storage for heavy-duty vehicles and equipment
Expanded work area to accommodate larger equipment for maintenance, i.e. garbage trucks and
TDA (Tractor-Drawn Aerial) fire trucks
Traffic flow improvements around buildings and fueling island
Improved climate control of work areas and offices
Additional vehicle lifts
Automatic gates
Drive-thru maintenance bays
Badge access for pedestrian gates and building doors
This project was approved by Greenwood County Capital Project Sales Tax (CPST) for funding. Based on
the CPST application, it is anticipated that the existing sanitation truck storage shed would be demolished
to make room for an L-shaped addition to the fleet maintenance building large enough for heavy-duty
vehicles, and the existing fleet maintenance building would be updated to provide improved workspaces
and efficiencies. The CSPT submittal also included the renovation of the Public Works offices; however,
the City is open to combining the administration areas for Public Works and Fleet Maintenance into the
new building addition, and renovating the Public Works Building for additional storage. The project was
estimated at $8.9M and the amount approved by CPST was $7M.
The City is actively seeking other sources of funding to help supplement the amount available from CPST.
Construction Manager At Risk (CMAR) delivery method is also a consideration. Other innovative and cost-
effective designs will be considered.
Additional upgrades that staff would like to include in the design, but are not mandatory, are as follows:
Pavement in areas of vehicular and equipment traffic
Loading dock for supplies
Opaque screening of vehicle impound lot
Covered area for gaming trailer, evidence trailer and portion of impound storage
Emergency generator (A separate grant application has been submitted for this.)
Location of parking relative to work areas
Black vinyl fencing between the campus and the sports fields
Natural lighting in work spaces
Underground utilities
Uniform drop-off location
Customer waiting area at Shop
The campus is an active facility with various functions operating 24 hours a day, 7 days a week. A
comprehensive planning and coordination effort will be required during construction to ensure the

continuous, safe and compliant operation of this campus during construction. Phasing of work will be
required.
PROPOSAL FORMAT & CONTENT
Submission
Proposals are to follow the format listed below and are to contain information listed in this section. In
order to be responsive, proposals must address all items listed in this section.
1. Application (pages 1 & 2 above)
2. Cover letter introducing the firm and providing contact information for the person representing the
team during the RFP process. (1 page)
3. Team Information (6 pages)
a. Organizational chart identifying members of the team, including sub-consultants who
would be assigned to this project. The chart should clearly delineate roles and
responsibilities of the various team members. Please indicate the geographical location
of any team member whose office is not located within Greenwood County.
b. Qualifications of key team members and any partner firms to be used to fulfill the
requirements of the project. Please include any professional registrations and
certifications, roles and responsibilities on past projects of a similar nature, and example
projects where the team has worked together in the past.
c. Information regarding current workload. The City of Greenwood wants to ensure that
our project will be a top priority and can be handled with all other existing firm
commitments.
4. Experience (6 pages)
a. Provide a brief summary outlining experience with three (3) to five (5) similar projects,
including the date of the contract, general project details, services performed, contact
information of an individual representative of the owner having knowledge of the firm’s
work, cost of the project, and duration of the project.
b. Provide a matrix of the reference projects and indicate which staff members provided
services for those projects.
5. Approach (8 pages)
a. Please provide a detailed description of how the team would approach the described
Scope of Work to include
i. Innovative coordination, procedures and processes for project management
ii. Backup and support personnel, specialty experts, and other resources
iii. Ability to overcome project challenges and unforeseen conditions
iv. Specialized equipment and services to enhance the value of this project, its
management, and related communications
v. Ability to adhere to project budget and any financing opportunities to enhance
the project scope.
vi. Successful quality control/assurance programs
b. Please provide a proposed schedule for each phase of the project, including starting and
completion dates for all major services/tasks, time allowances for City and agency
reviews, and methods for assuring that the project schedule will be met.
