Project Description: 1.1 PROJECT INFORMATION
A.Qualified construction firms may submit bids for this project in accordance with the
Instructions to Bidders.
B. Project Identification: Brentwood Library Window & Carpet Replacement Project
1. Project Location: 3501 Brownsville Road, Pittsburgh, PA 15227
C.Owner: Borough of Brentwood
D. Project Engineer: George Zboyovsky, PE, Borough Manager
E. Project Construction Manager: Eric Peccon, Assistant Manager
F. Project Description: 1) Replacement of 108 existing windows with comparable fiberglass
models; and 2) Replacement of approximately 8,500 square feet of rolled carpet with carpet
tile.
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive electronic sealed unit costs bids until the bid time and date at the location
given below. Owner will only consider bids prepared in compliance with the Instructions to
Bidders.

B. Bids will be thereafter be electronically opened, and results will subsequently be made
immediately available to registered users via pennbid.bonfire.com.
1.3 BID SECURITY
Bid security shall be submitted within each bid in the amount of 10% of the bid amount. No
bids may be withdrawn for a period of sixty (60) days after the date of opening. Owner reserves
the right to reject any and all bids, or any part thereof, for any reason,and to
waive informalities and irregularities.

1.4 BID DOCUMENTS
A. Project procurement documents and forms of agreement can be obtained electronically from
April 30, 2026 to June 6, 2026 at pennbid.bonfire.com. No paper copies will be made available.
B. Bidders shall comply with prevailing wage regulations as set forth by the Pennsylvania Department of Labor & Industry.
1.5 TIME OF COMPLETION
The successful bidder shall commence with project work activities upon receipt of the Notice
To Proceed and shall complete all project tasks prior to the expiration of the Agreement with the Owner.
1.6 NOTIFICATION
