This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Synopsis/Solicitation N0017824Q6660 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.

This requirement is not eligible for small business set-aside.

Material must be TAA compliant.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD)/ Surface Combat Systems Center (SCSC), Wallops Island intends to award on a sole source basis to Sunair Electronics for the following manufactured products: Part number 8188001058, BUTTON UP, PRE/POST SELECTOR, F9810 U/M EA, Price Includes: Pre-Selector/Post-Selector, Price Includes: 8188001252 - F-9810 Pre-Selector/Post-Selector, Final Tested, 8101002090 - Power Cord, 115 VAC, F-9800, 8101002197 - Power Cord, 230 VAC, F-9800, 8110000797 - Intercnt Cable Kit 9000E/F9800, 10FT, 8123007094 - Rackmount Kit, 1U Equipment, 8188000507 - Maintenance Manual, F-9810 Note: Optional 8110000495 - Interconnect Cable Kit for use with 9000 (A-D) Series Sold Separately, Note: Optional 8101002294 - DC Power Cord Sold Separately. Sunair Electronics, Incorporated is located in Fort Lauderdale, FL.

They are the only supplier of the repair parts and expertise required to conduct inspection/assessment/repair the failed components. The repair parts must be compatible in all aspects (form, fit and function) with existing radios presently in use. The Sunair radios have been designed to interface with SCSCs existing electrical wiring and interfaces to SCSC HF Antennas. These are “direct replacements” parts/components for existing equipment. Failure to have these items replaced would result is SCSC having to procure new HF radio and antenna equipment. The required products are exclusive to Sunair Electronics.

Please include shipping/freight cost to Wallops Island, VA 23337. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price.

All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency. The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken.

At time of proposal submission please submit any historical data and published pricing. Award will be made based on Lowest Price Technically Acceptable.

Quote is due 26 December 2024, no later than 11:00 a.m. EST with an anticipated award date by 26 January 2022.
