REQUEST FOR SEALED PROPOSALS
PROJECT: City of Alton – Recreation Center Energy Efficiency Retrofit
DESCRIPTION: The project consists of furnishing all labor, materials,
equipment, supervision, and services necessary to perform energy efficiency
retrofit improvements to municipally owned facility within the City of Alton,
Texas. Improvements may include, but are not limited to, energy conservation
measures, equipment upgrades, and associated work necessary to comply
with program requirements. All improvements shall be furnished and installed
in accordance with applicable plans, specifications, and funding requirements.
PROPOSAL DUE DATE: Wednesday, March 11, 2026 TIME: 3:00PM C.S.T.
The City of Alton will receive sealed bids for the City of Alton – Recreation
Center Energy Efficiency Retrofit until 3:00 p.m. on March 11, 2026,
addressed to the City of Alton in the office of the City Manager, Alton City Hall,
509 South Alton Blvd., Alton, Texas 78573. The bids will be publicly opened
and read aloud as near as practical after 3:00 p.m. on March 11, 2026, at the
Alton City Hall. Bids received after closing time will be returned unopened.
Bid/Contract Documents, including Drawings and Technical Specifications,
are available from the Public Works Department Office located at Arturo
Galvan Sr. Development Center, 416 South Alton Blvd., Alton, Texas 78573;
the phone number is (956) 432-0730, upon request and payment of $250.00.
The payment is non-refundable. Electronic drawings will be provided at no
cost and can be requested by emailing Mauro Sandoval at mauro.sandoval@
alton-tx.gov.
A bid bond in the amount of 5 percent (5%) of the bid issued by an acceptable
surety shall be submitted with each bid. A certified check or bank draft
payable to the City of Alton or negotiable U.S. Government Bonds (as par
value) may be submitted in lieu of the Bid Bond.
The City of Alton reserves the right to reject any or all bids or to waive any
informality in the bidding. In case of ambiguity or lack of clarity in stating prices
in any bid, the Owner reserves the right to consider the most advantageous
construction thereof or to reject the bid. The contract will be awarded to the
lowest responsible bidder.
Bids may be held by the City of Alton for a period not to exceed ninety (90)
days from the date of the bid opening for the purpose of reviewing the bids
and investigating the bidder’s qualifications prior to the contract award.
This project is funded through the Texas Comptroller of Public Accounts –
State Energy Conservation Office (SECO) under the Municipally Owned
Building Energy Efficiency Retrofits Program (RFA-EECBG-IIJA1-2024).
Any contract(s) awarded under this Invitation for Bids is/are subject to the Build
America, Buy America (BABA) requirements. All iron, steel, manufactured
products, and construction materials must comply with the Build America,
Buy America Act unless a waiver is granted.
