Project Description: General Notice
Fleetwood Borough Authority (Owner) is requesting Bids for the construction of the following Project:
Maintenance Building – Proposed Pole Building
Entech No. 4678.008
Bids for the construction of the Project will be received electronically via the PennBid Program by the Fleetwood Borough Authority until 1:00 pm local time, Friday, September 5, 2025. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
This project includes, but is not limited to, the construction of a new 60-foot by 30-foot pole building at the Fleetwood Wastewater Treatment Facility. All site work, including preparation of the building pad, will be completed by the Owner.
Obtaining the Bidding Documents
All project documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com).
Pre-bid Conference
A mandatory pre-bid conference and site walk for the Project will be held at 10:00 am local time on Friday, August 22, 2025 at 608 Crisscross Road, Fleetwood, PA 19522. Attendees shall assemble at the project site. Bids will not be accepted from bidders who do not attend the mandatory pre-bid conference.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders included in the Bidding Documents.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project. Employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder must meet the requirements of the Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be made in the United States.
The Fleetwood Borough Authority hereby reserves the right to refuse and reject any or all bids submitted, to waive any informalities or technicalities, and to act in its own best interest.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants. In such cases, bids shall remain open and irrevocable for one hundred twenty (120) days after the Bid Due Date.
