NOTICE TO CONTRACTORS
Sealed bids for TOWER GROVE CONNECTOR PHASE 2, FEDERAL PROJECT
NO. CMAQ-9901(689), ST. LOUIS, MISSOURI will be received electronically
through the Bid Express Online Portal until 1:45 p.m. on the 27th day of
JANUARY, 2026 and at that time will be publicly opened and read.
Proposals must be submitted electronically using “Bid Express Online Portal” at
https://www.bidexpress.com/businesses/20168/home.
The proposed work includes: Installation of a bicycle track on Sarah Street, from
Vandeventer Ave to Forest Park Parkway. Improvements include milling and overlay of
the street with one new sidewalk, street and pedestrian lighting along the sidewalk and
bicycle track, curb ramps, traffic signals, signs, and striping.
Plans and specifications may be examined online through Bid Express at
https://www.bidexpress.com/businesses/20168/home, and may be downloaded for free.
A pre-bid conference will be held at 10:00 A.M. on the 6TH day of JANUARY,
2026, at City Hall, 1200 Market Street, Room 301, St. Louis, Missouri 63103. All
bidders are encouraged to attend the pre-bid meeting.
All labor used in the construction of this public improvement shall be paid a wage no less
than the prevailing hourly rate of wages of work of a similar character in this locality as
established by the Department of Labor and Industrial Relations (Federal Wage Rates), or
State Wage Rates, whichever is higher.
The Board of Public Service hereby notifies all bidders that it will affirmatively ensure
that in any contract entered into pursuant to this advertisement, businesses owned and
controlled by socially and economically disadvantaged individuals will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin
in consideration for and award.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the
Missouri Standard Specifications for Highway Construction, 2022 Edition including all
revisions. The contractor questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project
provide a 10-Hour OSHA construction safety program, or similar program approved by
the Department of Labor and Industrial Relations, to be completed by their on-site
employees within sixty (60) days of beginning work on the construction project.
