Notice of Intent to Advertise
The Cobb County Department of Transportation (Cobb DOT) hereby posts the following Notice of Intent
to Advertise (NOIA) for considered services. Cobb DOT intends to solicit responses for construction
services for the Transportation Management Center (TMC) located at 1890 County Services Parkway,
Marietta, GA 30008.
The function of the Cobb TMC is to monitor traffic using more than 300 closed circuit television (CCTV)
cameras and 586 traffic signals via 250 miles of fiber optic cable, utilizing a video screen wall with
information collected through Intelligent Transportation System (ITS) software. TMC operators manage
daily traffic, as well as planned special events and unplanned events. The TMC provides communications
for the traveling public via 18 dynamic message signs and 11 overhead lane control (OLC) signs, the
Cobb Commute application, and social media notification for traffic incidents and travel hazards.

Method of Communication

All Proposers are responsible for checking the above websites on a regular basis for updates,
clarifications, announcements, and the future Request for Proposal.
Proposer Requirements
Proposers shall hold the Georgia Department of Transportation (GDOT) prequalification for construction
category 797, Buildings. The prequalification may be held by the Prime Contractor or a Subcontractor.
A Disadvantaged Business Enterprise (DBE) participation goal will be established for this project. The
DBE participation goal will be identified in the Request for Proposals (RFP).
Section 1 – GENERAL PROJECT INFORMATION AND SCOPE
Cobb DOT is seeking a contractor experienced in undertaking TMC facility and technology improvement
projects. The project consists of funding by Federal and local sources. Accordingly, the successful
Contractor will be required to comply with all applicable Federal, State, and County rules and regulations.
The project consists of capital improvements to enhance TMC effectiveness through technology and
facility upgrades. Upgrades include video wall hardware, software and monitors, audio-video equipment,
electronic equipment, and operator console furniture, as well as facility upgrades including mechanical,
electrical, fire suppression, structural, flooring, and wall treatments.
The selected Proposer will be required to coordinate construction activity and schedules to successfully
deliver TMC upgrades. All scope will be in accordance with requirements set forth in the RFP.

Section 2 – SELECTION PROCESS
The selection process will include two scoring components that will determine the highest scored
Proposer: a Cost Proposal component and a Technical Proposal component. Additional information will
be provided in the RFP documents.
• The Cost Proposal component is determined from the bid amount submitted by the Proposer. The
Cost Proposal will represent 30% of the total selection score.
• The Technical Proposal component will include mandatory requirements that represent pass/fail
criteria, and mandatory scored requirements that will require the Proposer to submit documents
that describe the Proposer’s company and staff qualifications, technical approach, and schedule.
The Technical Proposal will represent 70% of the total selection score.

The following Tentative Schedule of Events represents Cobb DOT’s best estimate of the procurement
schedule. All times indicated are prevailing times in Atlanta, Georgia. Cobb DOT reserves the right to adjust
the schedule as it deems necessary.

A public Industry Forum will be conducted for this project at the date, time, and location noted above.
Following the Industry Forum, attendees will be allowed to view the TMC. During the visit, representatives
of contractors are allowed to view the equipment but shall not touch or alter the equipment. All are allowed
to take notes and pictures. However, the notes and pictures shall be used only and for the sole purpose
of responding to the RFP.
