    The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified
    suppliers for the Purchase of Manhole Sections, Rings, Covers, and Precast Drainage Structures on an
    Annual Contract for the Department of Water Resources.
    Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the
    BL# and Company Name. Bids will be received until 2:50 P.M. local time on March 5, 2026, at the Gwinnett
    County Financial Services - Purchasing Division – 4th Floor - Nash Building, 75 Langley Drive, Lawrenceville,
    Georgia 30046. Any bid received after this date and time will not be accepted. Bids will be publicly opened
    and read at 3:00 P.M. The bid opening will be virtual ONLY. To access, visit the following Webex link:

    2026. Bids are legal and binding upon the vendor when submitted. All bids should be submitted in
    duplicate.

    Award will be made to the supplier(s) submitting the lowest responsive and responsible bid. Gwinnett
    County reserves the right to reject any or all bids to waive technicalities and to make an award deemed in
    its best interest. Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate
    terms, conditions and pricing with the lowest responsive, responsible supplier(s) at its discretion.
    Award notification will be posted after award on the County website, www.GwinnettCounty.com and
    companies submitting a bid will be notified via email.

    GENERAL REQUIREMENTS
    A. Items in section A will be used for the repair and installation of sewer lines.
    B. The rings and covers in section B will be used with the precast concrete drainage structures such
    as round manholes and catch basins.
    C. All precast concrete drainage structures in section B must meet current Georgia D.O.T.
    requirements.
    D. All rings and covers are to be strapped down and shipped on pallets.
    E. The successful bidder will be expected to deliver concrete structures to areas designated by
    Gwinnett County within 14 days after order is placed. Gwinnett County will expect all damaged
    pieces of concrete structures to be replaced and delivered back to Gwinnett County within 14
    days of first delivery. Delivery A.R.O. stated on the bid schedule should not exceed 14 days.
    F. A purchase order will be issued to the successful bidder for each order placed. Purchase orders
    will be placed on an “as needed” basis.
    G. Unless otherwise stated on the purchase order, all deliveries will be FOB destination prepaid and
    allowed delivered to:

    SPECIFICATIONS
    Manhole rings & covers
    1. All rings and covers to be utilized in pavement areas shall be Vulcan Foundry Model #1357 or US Foundry
    Model USF229 or interchangeable.
    2. All rings and covers to be utilized in non-pavement areas shall be Vulcan Foundry Model #2358 or US
    Foundry Model USF152 or interchangeable.
    3. Any vendor quoting rings and covers other than those mentioned above must prove to Gwinnett County
    that such rings and covers are completely interchangeable with the pre-approved makes and models.
    Tests can be conducted after request to the Purchasing Division at least seven (7) days prior to bid
    opening. Any costs borne this testing will be the responsibility of the vendor.
    4. All sewer covers must be stamped "Gwinnett County Sewer", per attached drawings.
    5. Rings and covers will be purchased as sets.
    Precast concrete manhole bases, risers, and cones
    1. Shall be of precast reinforced concrete construction made in conformance with ANSI/ASTM C478. Five-
    inch (5") wall thickness.
    2. Minimum inside diameter: four feet (4').
    3. Manhole steps shall be equal to M.A. IND., Inc. #PS-1 or #PS-1-PF.
    4. Spacing of steps shall not exceed twelve (12) vertical inches.
    5. Only eccentric manhole cones will be accepted.
    6. Gwinnett County will not accept damaged manhole sections (for example: cracked or chipped sections).
