The US Army Corps of Engineers (USACE), Savannah District, is conducting market research in regard to Small Business Set-Aside and implementation of a PLA for the Department of Labor Atlanta Job Corps Campus Infrastructure, located in Atlanta, Georgia
Scope Summary - The requirement consists of constructing a new Job Corps Campus on a 25-acre site to replace the existing Job Corps Center in Atlanta, GA. This phase of work focuses on site and infrastructure development. The scope includes clearing the site, removing salvage materials, demolishing existing buildings and utilities, and completing all grading activities. New infrastructure will be installed, including underground utilities, asphalt roadways, and landscaping, to establish a fully prepared site. This work provides the foundation for a follow-on project that will construct the campus buildings and tie into the completed utilities and roadways.

This survey also addresses Project Labor Agreement (PLA) survey requirements for the above listed project. In accordance with EO 14063, effective 22 Jan 2024, which mandates that Federal Government agencies require use of PLAs for Federal construction projects estimate to be >$35M. This survey is for required market research IAW FAR 36.104(c) and UAI 5122.5. The target for this survey is General Contractors that are interested in bidding/proposing on these projects.
