The purpose of this Request for Proposals (RFP) is to solicit sealed proposals from qualified offerors to establish a contract through competitive negotiation for the implementation and management of Operation Stream Shield (OSS) in Region 1 which is a partnership between the Department of Public Works and Environmental Services (DPWES) and the Office to Prevent and End Homelessness (OPEH) to benefit the environment while providing employment for individuals experiencing homelessness.
