Town of Ridgefield - Request for Proposals
Installation of Six (6) Level 2 Electric Vehicle Charging Stations
Various Locations - Ridgefield, Connecticut
1. Introduction
The Town of Ridgefield, Connecticut (“Town”) is soliciting proposals from qualified firms
(“Contractor” or “Proposer”) to furnish, install, network, and commission six (6) Level 2
electric vehicle (EV) charging stations at designated municipal properties. This initiative
supports the Town’s sustainability goals and expands the availability of public EV
charging.
2. Project Scope
The selected Contractor shall provide a turnkey solution, including all equipment,
materials, labor, permitting, commissioning, and training required for full system
functionality.
2.1 Equipment Requirements
Proposers shall supply and install six (6) Level 2 EV charging stations meeting the
following criteria:
• Minimum 7.7 kW (32A) output or higher
• UL-listed and ENERGY STAR certified
• Outdoor-rated (NEMA 3R or higher)
• Charging cables shall have visibility markings as a added safety feature, UL-
listed
• Networked with remote monitoring, diagnostics, and data reporting
• Capable of load management, firmware updates, and remote administrative
control
• Payment-capable, enabling the Town to charge users for EV charging sessions
• Accepts credit/debit, mobile app payment, RFID/account access
• Town must be able to set pricing, view revenue, and modify rate structures
• ADA-compliant operability, including reach ranges and controls
• Capable of generating usage reports and integrating with common network
platforms
2.2 Installation Locations
EV charging stations will be installed at the following Town-owned locations:
• 66 Prospect Street – Skate Park Parking Lot
Two (2) Level 2 chargers
• 34 Halpin Lane – Municipal Parking Lot
One (1) Level 2 charger
• 195 Danbury Road – Parks & Recreation Center
One (1) Level 2 charger
• Governor Street Municipal Parking Lot
Two (2) Level 2 chargers

All installations are subject to verification of electrical capacity, ADA layout feasibility,
and utility coordination with Eversource. A site visit will be mandatory to review project
scope. (See Instruction to Bidders).
2.3 Required Work
The Contractor shall perform all work necessary for a complete installation, including:
• Site assessments, field verification, and coordination with Town staff
• Utility coordination with Eversource, including service upgrades if needed
• All permitting, inspections, and code compliance
• Trenching, excavation, conduit installation, wiring, and restoration
• Installation of concrete pads, pedestals, bollards, and protective measures
• Installation of pavement striping and signage
• Full system commissioning and load testing
• Setup of user payment platform, including rate configuration and admin access
• Network activation and integration with the Town’s chosen management system
• Staff training for system operation and reporting
• Delivery of warranty, product documentation, and maintenance
recommendations
2.4 ADA Parking Stall Requirements
Each installation location must include at least one ADA-compliant EV charging stall,
including:
• Required stall width and ADA access aisle
• ADA-compliant pavement markings, striping, and signage
• Accessible route from stall to charger
• Proper charger mounting height and reach range compliance
• Slope and maneuvering space meeting ADA standards
• The Contractor is responsible for ensuring full ADA compliance based on site
conditions.
2.5 Deliverables
The Contractor shall provide:
• Product cut sheets and technical specifications for review an approval prior to
installation
• Warranty documentation (equipment & workmanship)
• Maintenance plan and recommended service intervals
• Staff training and commissioning documentation
3. Minimum Contractor Qualifications
Proposers must demonstrate:
• Completion of prior EV charging installation projects
• Licensed CT electricians (E1) on staff
• Experience working with municipal facilities, ADA requirements, and NEC
compliance
• Prior experience coordinating with Eversource for EV charging upgrades

• Required insurance coverage
4. Evaluation Criteria
Proposals will be evaluated based on:
Experience installing Level 2 EV charging systems
Compliance with technical requirements and ADA accessibility
Cost competitiveness and clarity
Installation timeline
Quality and reliability of proposed equipment
Warranty and post-installation support
Thoroughness of submission
5. Additional Requirements
All work must comply with NEC, ADA, Connecticut State Building Code, and local
regulations.
Contractor must maintain a clean, safe work site at all times.
Disturbed surfaces (pavement, grass, landscaping) must be restored to equal or better
condition.
6. Right to Reject
The Town reserves the right to reject any or all proposals, waive informalities, and
select the proposal deemed most advantageous to the Town.

INSTRUCTIONS TO BIDDERS
1. Bids shall be submitted via email to purchasing@ridgefieldct.gov. The time
stamp of the email shall be on or before the bid due date.
2. Withdrawals of or amendments to bids received later than the time and
date specified for bid opening will not be considered.
3. The Board of Selectpersons of the Town of Ridgefield reserves the right to
accept or reject any or all options, bids or proposals; to waive any
technicality in any bid or part thereof, and to accept any bid deemed to be in
the best interest of the Town of Ridgefield, Connecticut.
4. Bidders may be present at the opening of bids.
5. Bids may be held by the Town of Ridgefield for a period not to exceed
sixty (60) days from the opening of bids for the purpose of reviewing the
bids and investigating the qualifications of bidders prior to the awarding of
the contract.
6. Insurance requirements: must be submitted with the bid. This includes
any Hold Harmless requirements as well as Certificates of Insurance for
the full amounts specified. Unauthorized changes to these forms, i.e.
adding, striking out and/or changing any words, language or limits will
cause the bidder to be disqualified.
a. Please Note: Prior to the start of work, the Town of Ridgefield and/
or the Board of Education shall be endorsed on the Contractor’s
policies of insurance as additional insured. The Contractor shall
obtain a policy of insurance, with minimum limits of liability as
specified containing an endorsement that covers this agreement to
indemnify, defend and hold harmless the Town/City and/or Board of
Education or any of their officers, employees, agents, servants and
