Request for Qualifications – Professional A/E Services
Flaura’s Acres Civil Design
The City of Sequim, a municipal corporation of the State of Washington, seeks statements of interest
and qualifications from firms or individuals with the following Professional Services expertise and
credentials:

The City of Sequim is seeking a qualified Consultant to provide Professional Engineering services
for the design, specifications, and bid proposal for construction of sewer, and water utilities, along
with street and stormwater improvements for the Flaura’s Acres Community. See attached vicinity
map for location. Design is to comply with City of Sequim and WSDOT Standard Specifications for
Road, Bridge, and Municipal Construction standards. Stormwater design is to be compliant with
the most recently adopted Stormwater Management Manual for Western Washington
(SWMMWW).
Utility and street design is to continue from preliminary work/plans completed by United
Engineering who was previously contracted with the Flaura’s Acres Homeowner’s Association.
Preliminary plans attached. For clarity, curb, gutter, sidewalk, streetlights, are only to be
constructed on the “inside” of the loop. Coordination with preliminary engineer of record will be
required. Proposed sewer and water mains are to connect with the existing City mains provided in
S Still Road right of way. The City of Sequim will be responsible for applying and obtaining any and
all permits related to the project, but will seek assistance from the Consultant as needed for
information on design; for example quantities, cost, area of impact, etc. No right of way
acquisition is anticipated for this project.
Inspection, project, and construction management assistance may be negotiated as a part of this
contract depending on City staff workload at time of project advertisement.

Design is anticipated to be funded by Washington State Department of Health 2025 Drinking
Water System Rehabilitation and Consolidation Grant, Washington State Department of Ecology
Clean Water State Revolving Funds, and the Washington State Department of Commerce
Community Development Block Grant. All design and construction will need to adhere to federal
requirements.

Response Deadline: _November 12th at 4:00pm_
Submittals including all requested information must be received by the City no later than the Response
Deadline. Submittals received after that date and time will be rejected without review. Submittals that
arrive on time, but are incomplete, will be rejected at the City’s discretion.
Method of Submittal: Submittals must be made electronically in pdf format, and transmitted by email
to the City Contact. The email must have “RFQ FOR FLAURA’S ACRES CIVIL DESIGN” in the subject line.
Automatic read/received confirmations are recommended but not required. It is the responding
firm/individual’s responsibility to confirm the City’s receipt. The submittal must be no larger than
10MB.
Questions, Further Information, City Reservation of Rights: Questions about this RFQ can be directed
to the City Contact in writing. The City of Sequim in its sole discretion reserves the right to terminate
this RFQ process or modify the terms of this RFQ at any time. In no event will the City or any of its
officers, officials, or employees be liable for or otherwise obligated to reimburse responding firms or
individuals for any costs incurred in preparation of their statement of qualifications. By responding to
this RFQ, Consultants are certifying that they have read and understand the scope of services
described, and agree that they are able to competently perform them. All submittals received become
the property of the City of Sequim. All City records may be subject to public disclosure unless they fall
under a recognized exemption.

Submittal Requirements:
Statements of Qualifications in response to this RFQ must include the following information:
• Consultant or firm name, phone numbers, mail, and email addresses
• Resumes of key personnel (max. 4 single-sided 8.5x11 pages)
• List of similar past projects with brief description and reference contact information for
each (max. 5 single-sided 8.5x11 pages)
• Project approach and possible challenges
• A one-page cover letter (optional – doesn’t count towards 10-page limit)
Summary of Anticipated Services and Schedule:
The project will consist of:
• Coordination with United Engineering at project kick-off/scoping
• Completion of sewer design
• Design of new looped water main; minimum 8” diameter
• Street and sidewalk design
• Right of way stormwater improvements
• Bid ready plans, specifications, and proposal
• All permits associated with the proposed construction and decommissioning of existing
utilities
The City of Sequim selection team will place strong emphasis on a firm’s ability to meet the
schedule of deliverables outlined below due to the current state of the development’s utilities. The
selected Consultant will be expected to complete final, bid ready plans, specifications, and
proposal in accordance with the project schedule shown below. The Consultant is permitted to
propose an alternative schedule provided that it concludes earlier than the minimum schedule
provided below.

Minimum Qualifications:
Submittals will be evaluated and ranked based on the following criteria:
1. Qualifications (Expertise of firm, including any subconsultants). (30%)
2. Relevant project experience (25%)
3. Ability to meet schedule. (25%)
4. Project approach. (20%)
Please note that the scoring of Statement of Qualifications will advise the City on Consultants that
qualify for consideration to interview. Final selection and award of contract will be based on the
interview process and interviewing scoring only.
By submitting a Statement of Qualifications in response to this RFQ the consultant confirms that
they have reviewed the vicinity map and preliminary plans.
