The Human Resources Administration (HRA) – Home Care Services (HCSP) is seeking to issue a Request for Proposal (RFP) in calendar year 2026. HCSP seeks to identify vendors and procure contracts for a nine year term (i.e., initial three-year term with two renewal options of three years each). This solicitation is essential to identify qualified vendors that will maintain necessary personal care services to HRA/HCSP clients. These contracts with each be for a contract amount of $0, as reimbursement of services is through Medicaid managed by the New York State Department of Health (NYSDOH). This solicitation will allow HRA/HCSP to continue to provide Consumer-Directed (CD-PAP), Home Attendant (HA), Housekeeping (HK), and Difficult To Serve (DTS) services. The services would be provided to Medicaid-eligible individuals who are medically and/or physically disabled and/or frail and elderly. Additionally, stability would be maintained and better service would be provided due to the continuity of care through these contracts. This solicitation will also allow HRA/HCSP time to focus on the vendors’ adherence to the New York State regulations, contract monitoring, performance evaluations, and implementing compliance indicators with NYSDOH regulatory changes. Being that HRA reserves the right to terminate the contract, providing a nine-year term will ultimately allow the awardees to provide excellent personal care services to HRA/HCSP clients.
