This synopsis is not a request for quotes/offers/proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via the Government Point of Entry (GPE), www.SAM.gov on or around July 2, 2025, for the procurement of genealogical support services, specifically locating and providing contact information for the closest living family member. The objective of this requirement is to locate and provide contact information of the closest living family member, referred to as the “Primary Next of Kin” per Department of Defense Instruction 1300.18 (Personnel Casualty Matters, Policies and Procedures). Additionally, provide contact information on living DNA eligible family members for approximately 2700 Marines unaccounted for from World War II and approximately 149 Marines unaccounted for from the Vietnam War, the Korean War and the Cold War, for the purpose of collecting Mitochondrial DNA (mtDNA), paternal (Y-DNA), and autosomal / nuclear (auDNA - children of service member) for FRS comparisons, and to locate family members of Marines previously recovered and identified from the Vietnam War, the Korean War, the Cold War, and World War II when additional remains are recovered and identified. A complete Performance Work Statement (PWS) will be provided at the time of solicitation.
This is not a request for responses. This announcement is a pre-solicitation notice only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will solicit and award the resulting contract utilizing simplified acquisition procedures, in accordance with FAR Part 13.5. The proposed acquisition will be solicited as a 100% small business set-aside. A Request for Information (RFI) was issued in which the results did not yield in a reasonable expectation of receiving responsive and qualified quotes from two or more firms in the same socio-economic category, therefore, it is anticipated that this will be a total small business set-aside. The Government intends to award a single award, on an all or none basis.
Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must be registered in the System for Award Management (SAM) database with current representation and certifications. Information on registering in SAM may be obtained by calling (866) 606-8220 or via the internet at http://www.sam.gov. When available, the solicitation documents for this requirement will be accessible via www.SAM.gov. It is the responsibility of the offerors to monitor the specified GPE for the solicitation and any amendments. No CDs or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the document posted at the referenced website.
