A walk-through of the site will be held on Wednesday, February 11 at 9:00 AM. Attendance at this walk-through is strongly encouraged to ensure you understand the scope of the work and the historic nature of the property.

Qualifications:
Contractors must have a minimum of seven years' experience in commercial or historic roofing work, with specific experience in rubber membrane roofing systems.

Historic Property Considerations - The Pierce House is a historic property serving as a public event venue. All work must be performed with appropriate care and coordination to preserve the historic character of the building. Contractors must coordinate removal and reinstallation of any architectural elements (ballisters, cedar clapboards, etc.) with designated historic preservation contractors approved by the Town.

Special Requirements:
Contractors must apply for and receive any necessary permits from the Town of Lincoln prior to starting any work. Due to the historic nature of the Pierce House, contractors may need to coordinate with the Lincoln Historical Commission.

All work must pass inspection and be signed off by the Building Inspector prior to final payment.

Bid Deposit – All bids with a value over $50,000 shall be accompanied by a bid deposit in the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check issued by a responsible bank or trust company, payable to the Town of Lincoln. The amount of such bid deposit shall be five percent of the total value of the bid.

Payment Bond – If selected as contractor, the vendor will, within ten days (Saturdays, Sundays and legal holidays excluded), following notification of selection, provide a payment bond, from a surety company qualified to do business under the laws of the Commonwealth and satisfactory to the awarding authority, in the sum of fifty percent of the contract price, the premiums for which are to be paid by the contractor and are included in the contract price.

Submission Instructions
All written responses must comply with the following conditions:
1. All bids shall be submitted on the Bid Response Sheet provided in this specification in a sealed envelope
clearly marked "Bid – Pierce House Roof Replacement -2026.”
2. Bid Deposit – All bids with a value over $50,000 shall be accompanied by a bid deposit in the form of a
bid bond, or cash, or a certified check on, or a treasurer's or cashier's check issued by a responsible bank
or trust company, payable to the Town of Lincoln. The amount of such bid deposit shall be five percent
of the total value of the bid.
3. Payment Bond – If selected as contractor, the vendor will, within ten days (Saturdays, Sundays and legal
holidays excluded), following notification of selection, provide a payment bond, from a surety company
qualified to do business under the laws of the Commonwealth and satisfactory to the awarding authority,
in the sum of fifty percent of the contract price, the premiums for which are to be paid by the contractor
and are included in the contract price.
4. Response Sheet - The bidder shall complete the attached Bid Response Sheet to indicate the price.
5. Insurance - coverage as specified below shall be taken out in a company or companies authorized to do
such business in the Commonwealth of Massachusetts and shall be written for not less than any limits
of liability as specified herein below, or required by law, whichever is greater.
a. Worker's Compensation and other benefits as required under Chapter 152 of the General Laws,
as amended, and Section 34A of Chapter 149 of the General Laws. Employer's Liability with a limit
of at least $100,000 each accident.
b. Comprehensive General Liability and Automotive Liability: General Liability shall include
Contractor's Liability, Completed Operations and Products Liability; all on the occurrence basis
with Personal Injury Coverage and Broad Form Property Damage. Automotive Liability shall
include coverage for owner, non-owner and hired automobiles, where applicable. Combined
single limit for Comprehensive General Liability and Automotive Liability: Each Person $1,000,000
Each Occurrence $1,000,000
c. The Town of Lincoln will be named as an additional insured on all policies.
Certificates of Insurance shall be submitted to the Town simultaneously with the execution of the
Contract. Certificates shall indicate that Contractual Liability coverage is in force. These Certificates shall
contain a provision that the insurance company will notify the Town by registered mail at least thirty
days in advance of any cancellation, change or expiration of the policies.
6. Contractors must possess all appropriate licensing necessary to perform the work, as required per MGL
780 CMR.
7. Contractors must be able to provide at least three references for work within the past 5 years for
commercial or historic roofing work.
8. Contractors must be able to enter into a contract with the Town of Lincoln, as detailed in Attachment C
– SAMPLE TOWN OF LINCOLN CONTRACT.
9. Contractors must apply for and receive any necessary permits from the Town of Lincoln prior to starting
any work. Due to the historic nature of the Pierce House, contractors may need to coordinate with the
Lincoln Historical Commission.
10. All work must pass inspection and be signed off by the Building Inspector prior to final payment.
11. Contractors must have a minimum of seven years' experience in commercial or historic roofing work,
with specific experience in rubber membrane roofing systems.
12. The Town will make an award to the lowest responsible and responsive contractor. The responsive
contractor will be the one who meets all requirements and submits all required information to the Town.
The responsible contractor will also be subject to reference checks.
13. All work will be performed in accordance with the relevant section(s) of the Specifications below.
14. This contract shall be in effect from the date of signing and must be completed no later than April 30,
2026 unless otherwise agreed upon by the Town.
15. The Town reserves the right to reassign the contract to another firm should the vendor awarded the
contract fail to carry out the contract at any time during the contract period.
16. Questions regarding this scope of work may be submitted to Daniel Pereira, Asst. Town Administrator,
in writing via email (pereirad@lincolntown.org).
17. The Terms and Conditions of the contract are spelled out in this Scope of Work, in the Specifications,
and in the Response Sheet, all of which will be part of the contract document. The successful contractor
will be acknowledged with a letter of award, which will be signed by both parties. This letter will also
become part of the contract document.
18. Historic Property Considerations - The Pierce House is a historic property serving as a public event venue.
All work must be performed with appropriate care and coordination to preserve the historic character
of the building. Contractors must coordinate removal and reinstallation of any architectural elements
