SPECIFICATIONS FOR BIOSOLIDS DISPOSAL
The City of Lima Wastewater Plant needs daily removal of Biosolids. Biosolids are black in color and
have no noticeable odor. They are between 20% and 40% dry solids, and the product will not release
water freely.
All bidders must meet the requirements of the Ohio Environmental Protection Agency for bio solid
transportation and disposal at a listed nonhazardous land fill of the contractor’s choice. Plastic liner must
be supplied by the hauler. These biosolids will be produced up to 12 months a year. Haulers will
determine the means and method to haul biosolids, but need to plan on hauling approximately 250 wet
tons in weeks when these biosolids are being produced.
All bids must be made on the City’s proposal form and in accordance with specifications available from
and on file in the Purchasing Division. All bids shall contain the full name of each person or company
interested in the bid.
All bids shall be addressed to the Purchasing Division, at 50 Town Square, Lima, Ohio, 45801 and be
marked on the outside of the sealed envelope: “BID FOR BIOSOLIDS DISPOSAL FOR DEPARTMENT OF
UTILITIES”. All bids must be received by 10:00 AM, Lima Time, on Thursday, October 23rd, 2025.
The City of Lima will consider all bid/RFP submissions to be public records, subject to disclosure under
Ohio’s Public Records laws. If any vendor believes any part of its submission is confidential or otherwise
not covered under the public records laws, the vendor must also submit a redacted electronic version of
its submission in pdf format only. Failure to submit a redacted version will be considered to mean the
Vendor acquiesces in the city’s determination that the submission is a public record.
The City of Lima reserves the right to waive any bid or bid process irregularities which the City
determines in its sole discretion to be in its favor, to reject any or all bids for any reason determined to be
appropriate in the sole discretion of the City, and to award the bid to the lowest and best bidder meeting
the City’s needs as determined by the city at the City’s sole discretion.

To be submitted in a sealed envelope marked “BID FOR BIOSOLIDS DISPOSAL FOR DEPARTMENT OF
UTILITIES” to the Mayor of the City of Lima, attention Purchasing Department of the City of Lima, Ohio, Municipal
Center, 50 Town Square, Lima, Ohio, 45801, before 10:00 AM, Lima Time, on Thursday, October 23, 2025.
Outside of envelope not being properly marked may result in bid not being received, by the Purchasing
Department, before the deadline, and could result in bid being disqualified. Please complete all forms
included in the bid specifications. Forms not being filled out correctly and/or completely may result in bid
being disqualified.
The City of Lima reserves the right to waive any bid or bid process irregularities which the City determines in its sole
discretion to be in its favor, to reject any or all bids for any reason determined to be appropriate in the sole discretion
of the City, and to award the bid to the lowest and best bidder meeting the City’s needs as determined by the City at
the City’s sole discretion

The undersigned bidder agrees that the price or prices bid shall not be increased during the year 2026 except for
adjustment in freight rates not within the control of the bidder, or where prices are subject to federal control. No
upward escalator provisions are permitted. Increases or decreases in freight rates shall be for the account of the
buyer. Any decreases in prices made by successful bidders during the period of the contract shall automatically
apply to purchase made by the City of Lima under said contract.
All bids shall be firm throughout the year 2026. All bids shall contain the full name of each person or company
interested in the bid. The bidder understands listed quantities are estimated only, and the contract may stipulate that
the Mayor reserves the right to order more or less according to the requirements, and the deliveries of said materials
may be made in quantities as determined by the Mayor. No upward escalator provisions are permitted except for
adjustment in freight rates. Change in freight charges shall be to the account of the City. The supplier shall be
required to advise the City immediately upon notification of any change, upward or downward in freight rates. The
bidder further understands the Mayor of the City of Lima, Ohio, reserves the right to reject any and or all bids and to
waive any irregularities in favor of the City.
The following persons, companies and subcontractors are interested in this bid. (Required by law). No alternatives,
deletions or additions shall be made on this form as it may render the bid invalid.
This proposal is made with full knowledge of and in compliance with the Ohio Revised Code and the Charter of the
City of Lima, Ohio, relative to the bidder having no interest in said City's contracts and supplies.
Additional information concerning the quality, characteristics or descriptions of items to be furnished may be attached
to the bid.
