7.0 MGD MEMBRANE FILTRATION SYSTEM
MEADOW PARK LAKE WATER TREATMENT PLANT
CROSSVILLE, TENNESSEE
The City of Crossville, Tennessee (Owner) is requesting proposals from selected
System Manufacturers (Vendors) for furnishing the microfiltration system equipment and
associated services as described in the enclosed Technical Specifications. The pricing
and technical information will be evaluated by City of Crossville Officials and J. R.
Wauford & Company Consulting Engineers, Inc., Knoxville, Tennessee.
It is recognized that in order to make a complete submittal, Vendors must furnish certain
information which they consider to be sensitive and confidential; for that reason, the
Vendors may submit a separate package containing such information. All pricing and
submittal data shall be addressed to Joe Kerley, Water Resources Director, Crossville
City Hall, 392 N. Main Street, Crossville, Tennessee 38555. Pricing and economic data
will be reviewed by City of Crossville Officials and such other parties as may request to
view same under Tennessee law. The confidential package shall be delivered
simultaneously at Crossville City Hall. No pricing or economic data may be included in
the confidential package.
The Vendor selected may be required to negotiate certain items and pricing so that a
final set of Plans and Specifications can be produced for installation of the equipment.
The Owner will reveal whatever information deemed necessary to the Owner’s
engineering consultant and sub-consultants, the selected Vendor’s proclamations
notwithstanding, and will ultimately reveal to the potential Bidders of the construction
contract the information required to promote competitive bidding and/or protect the
Owner’s interest. The Owner will consider that Vendors who submit proposals have
waived their rights to keep drawings and operating systems confidential with statements
to the contrary being considering “self serving declarations”.
The successful Vendor will be required to prove the stated average 24-hour flux rate at
7.0 MGD permeate production and other assumptions are correct by operating a pilot
plant for a minimum of 60 days continuous operation fully meeting the water quality
requirements.
Proposals will be received Wednesday, October 29, 2025, until 2:00 p.m. central
time. The Owner reserves the right to accept or reject any or all Proposals
received and/or to negotiate with any Proposer.
The successful Vendor shall enter into contract with the Owner using EJCDC P-520
Agreement Between Buyer and Seller for Procurement Contracts and EJCDC P-700
Standard General Conditions for Procurement Contracts. Copies of these documents
are provided in the Appendix.
