The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of qualified consultants to establish one (1) or more fixed fee, open-end contracts for road construction support services on an as needed basis for a one (1) year period with up to three (3) one (1)-year renewal options. The number of Contracts awarded will depend on the number and quality of the proposals received, with a maximum of four (4).
    The resulting contract(s) will not be used for federally funded projects. A complementary RFP will be issued for road construction support services for federal-aid projects as these projects include additional federal requirements.
    A County Purchase Order (PO) will be issued for each task prior to the start of work. Consultants will normally be selected on a rotating basis for individual tasks within each service group; however, the County, at its sole discretion, reserves the right to select consultants out of rotation when deemed to be in the best interest of the County.
