SUBJECT: REQUEST FOR PROPOSALS FOR MEDIA MONITORING SERVICES
The City of Los Angeles Harbor Department (Harbor Department) invites the
submittal of proposals from qualified firms to provide media monitoring services. These
services shall commence after a contract is approved by the Board of Harbor
Commissioners.
Instructions and forms to be used in preparing the proposal are found in the
information included in the Request for Proposals (RFP).

If your firm cannot agree to the requirements exactly as set forth in this RFP, please
do not submit a proposal.
For questions regarding this RFP, please contact Susana Eldridge by email at
Seldridge@portla.org. Questions must be submitted by Wednesday, October 25, 2023 by
3pm. Responses will be posted on the Harbor Department’s website and the Regional
Alliance Marketplace for Procurement (RAMP), at www.rampla.org, on Wednesday,
November 1, 2023. It is the responsibility of all proposers to review both websites for any
RFP revisions or answers to questions prior to submitting a proposal in order to ensure
their proposal is complete and responsive.
In addition to providing information requested in this RFP, it should be noted that
there are administrative documents that must be submitted with the proposal. Please refer
to the Business Enterprise Programs and Contract Administrative Requirements section of
this RFP. In order for your proposal to be deemed responsive, these documents
MUST be included with your proposal.
All consultants and subconsultants must be registered on RAMP at the time
proposals are due. If selected for award, for-profit companies and corporations must
comply with RAMP’s demographic reporting requirements, per the Mayor’s Executive
Directive 35.

1. INTRODUCTION
1.1 Brief Overview of the Project
The Media Relations Division is soliciting proposals from qualified consultants to
provide comprehensive, state-of-the-art media monitoring and assessment services that
will provide the Harbor Department with the ability to track news coverage, quantify and
analyze data. The Harbor Department is seeking to capture online, print, radio and TV
media in real time, with easy to use email notifications sent to key personnel with that data.
Additionally, metrics on the media hits are required, including total number of media hits,
publicity value of hits, etc.
The duration of the contract awarded as a result of this RFP is expected to be three
years from the date of execution of the agreement.
1.2 The Port of Los Angeles
The Port of Los Angeles is America’s Port®, the nation’s premier gateway for
international commerce and the busiest seaport in the Western Hemisphere. Located in
San Pedro Bay, 25 miles south of downtown Los Angeles, the Port encompasses 7,500
acres of land and water along 43 miles of waterfront.
The Port features both passenger and cargo terminals, including cruise, container,
automobile, breakbulk, dry and liquid bulk, and warehouse facilities that manage billions of
dollars’ worth of cargo each year. One of the world’s busiest seaports and leading gateway
for international trade in North America, the Port of Los Angeles has ranked as the number
one container port in the United States each year since 2000. In 2022, the Port handled a
total of 9.9 million TEUs, its second busiest calendar year on record.
The Port of Los Angeles is a department of the City of Los Angeles (also known as
the Los Angeles Harbor Department) and is governed by the Los Angeles Board of Harbor
Commissioners, a panel appointed by the Mayor of Los Angeles. Although the Port is a
City department, it is not supported by City taxes. Operating as a landlord port with more
than 200 leaseholders, the Port instead generates its revenues from leasing and shipping
service fees. The Port’s jurisdiction is limited to the Harbor District, which includes property
in San Pedro, Wilmington, and Terminal Island.

As the busiest container port in North America and a worldwide driver of economic
activity, the Port of Los Angeles is consistently highlighted in the news. As a result, the
Harbor Department is seeking the services of a firm capable of providing 24/7 our
monitoring of nationwide news coverage (online, print, broadcast, and social media).
