2. Statutory Authority for Other Than Full and Open Competition: This proposed contract action is being conducted under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
3. Justification for Lack of Competition: HFO intends to award a sole source, time and materials contract to Mercia Advisors, LLC, to provide comprehensive and highly specialized support services. The required services include, but are not limited to, budget formulation, financial planning, strategic planning, policy analysis, and critical Congressional liaison functions. Based on market research conducted, no other firm has been identified that possesses this integrated and specialized combination of established relationships, specific institutional knowledge, and direct experience necessary to meet these critical requirements without unacceptable delays or disruption to HFO's time-sensitive mission.
This notice of intent is NOT a request for competitive proposals. However, any firm that believes it can meet all the stated requirements and is capable of providing these services is invited to submit a detailed capabilities statement within 10 calendar days of this publication. The capabilities statement must clearly articulate the firm's experience and ability to meet the aforementioned specific requirements, including details on relevant established relationships, institutional knowledge, and successful past performance directly applicable to the DOE and HFO context. All submissions will be reviewed by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
