BERT LIPPS POOL LINER PROJECT
The City of Lewiston, Idaho is requesting proposals for the Installation of a Pool Liner for the
Bert Lipps Swimming Pool.
The full Request for Proposals (RFP) document is available on the City's website,

An optional Site Visit will be held at Bert Lipps Pool, 604 13th St., Lewiston, ID 83501 on
January 6, 2026, at 10:30 AM PT.
All questions regarding this RFP must be emailed to the Purchasing Division at
purchasing@cityoflewiston.org no later than January 12, 2026, by 2:00 PM PT. Written
responses will be issued by addendum and posted on the City’s website. Proposers may not
contact any other City of Lewiston officials or employees regarding this RFP; doing so may
result in disqualification.
Proposals are due by 2:00 PM PT on January 20, 2026. Submit five (5) complete hard copy
proposals. Clearly mark the outside envelope with the firms’s name and address and: “RFP-26-
007 Bert Lipps Pool Liner Project.”

1. General Information
This Request for Proposals (RFP) defines the scope of the project, explains the procedures for selecting
a firm to provide the requested services, and defines the information required to respond to the RFP. The
complete RFP may be obtained for no charge via the City website – www.cityoflewiston.org. It is the sole
responsibility of the Firm to obtain any RFP updates or addenda from the City website.
1.1 Intent of the City
The City of Lewiston is soliciting a qualified professional to provide labor, materials, equipment, and
services necessary to install a pool liner at the Bert Lipps Swimming Pool located at 604 13th St.,
Lewiston, ID 83501. The concrete pool structure is being upgraded to include a reinforced PVC
membrane liner to improve waterproofing, durability, and long-term maintenance outcomes. This
installation will convert the existing concrete pool into a membrane-lined system meeting the
specifications outlined in Appendix B prior to the upcoming swim season.
1.2 Proposal
To facilitate evaluation of Proposals, five (5) hard copy proposals shall be submitted to the delivery
address below:
Proposals must be received no later than 2:00 p.m. (local time), January 20, 2026. Late Proposals
will not be considered.

PROPOSAL envelopes should be marked with “RFP-26-007, Bert Lipps Pool Liner Project” the
name of the firm and the date. If shipped UPS, FedEx, or some other courier service, the project
name needs to be clearly marked on the outside shipping label. The City will bear no responsibility
for mail that is late or misdirected because of the proposer’s failure to properly address the
envelope/package.
Note: Any deviation from this requirement may result in your PROPOSAL being considered non-
responsive, thus eliminating your PROPOSAL from further consideration.
1.3 Tentative Schedule
The City anticipates the following tentative schedule will be followed to evaluate submittals and select a
Firm to negotiate a contract.

1.4 Non-Obligation
Receipt of PROPOSALs in response to this RFP does not obligate the City in any way. The right to
accept or reject any firm shall be exercised solely by the City. The City shall have the right to waive any
defects in the PROPOSAL at its sole option. The City shall retain the right to abandon the
RFP/PROPOSAL process at any time prior to the actual execution of a contract with a firm, and the City
shall bear no financial or other responsibility in the event of such abandonment.
1.5 Questions & Answers
Any questions regarding this RFP must be submitted by e-mail to Purchasing at
purchasing@cityoflewiston.org no later than the date indicated on the Tentative Schedule. Answers to the
questions will be posted as an Addendum to the RFP.
1.6 Late Proposals and Modifications
Proposals and modifications thereof received after the stated time of closing may be returned unopened.
The City is not responsible for late deliveries. Time of closing is 2:00 pm PT, on January 20, 2026.
1.7 Contract
The successful proposer shall negotiate price with the City and execute a contract with the City in a form
substantially similar to the attached Appendix A. The term of the contract will begin once the contract is
fully executed and is anticipated to end by July 4, 2026. The selected Proposer shall not start the
performance of any work, nor shall the City be liable to pay the selected Proposer for any service or work
performed or expenses incurred before the contract is executed.
2.0 Scope of Work
The successful contractor shall provide a complete turnkey project to install a new reinforced PVC
membrane liner over the existing concrete pool structure. Work shall include, but is not limited to, full
surface preparation, installation of required underlayment, membrane installation, welding, fitting at
penetrations, testing, and closeout documentation. The scope of work represents the City’s best estimate
of the work needed to accomplish the objectives for this project. The final scope of services will be the
result of negotiations between the City and the successful Proposer.
2.1 Surface Preparation
Since no existing liner is present, the contractor shall prepare the concrete pool structure to receive the
new PVC membrane system. Preparation shall include, but not be limited to:
• Cleaning all pool surfaces to remove dirt, oils, scale, loose materials, and contaminants.
• Grinding or smoothing all rough edges, protrusions, or surface irregularities to prevent membrane
damage.
• Filling pits, voids, cracks, and deteriorated concrete areas with an appropriate vinyl- or epoxy-
based patching compound.
• Treating and isolating active cracks, joints, or voids using stainless steel or plastic expansion
plates in accordance with manufacturer’s guidance.
• Ensuring all surfaces are structurally sound, dry, and ready for installation of adhesive, felt
underlayment (if required), and membrane materials.
2.2 Installation
• Contractor must verify all measurements and existing conditions prior to installation.

• Furnish and install a new pool liner meeting industry standards and specifications outlined in
Section 3.
• Perform all necessary surface preparation prior to installation.
• Install appropriate edging, fastening systems, and sealing components.
Ensure liner is fitted, tensioned, and secured per manufacturer recommendations.
2.3 Testing and Commissioning
• Conduct leak testing and quality assurance inspections.
• Complete adjustments as needed to ensure full compliance.
2.4 Cleanup and Closeout
• Remove all debris, tools, and equipment.
• Provide the City with manufacturer warranties, maintenance manuals, and care
recommendations.
3. Technical Specifications
All work shall comply with Appendix B – PVC Membrane Specification, which establishes the minimum
material standards, installation methods, manufacturer qualifications, warranty requirements, and product
performance criteria for the reinforced PVC pool lining system. No substitutions without written approval.
Contractors must review the full specification and ensure that all proposed materials and methods meet
or exceed those requirements.
Key requirements include, but are not limited to:
• 60-mil, 3-ply reinforced PVC membrane with non-wicking scrim and UV/chlorine-resistant
additives.
• Hot-air welded seams only (no solvent welding permitted).
• Fully adhered felt underlayment (where required).
• PVC-coated stainless steel or aluminum components for terminations and penetrations.
• Mandatory 10-year material warranty and 10-year weld warranty.
• Manufacturer and installer qualification requirements.

4. Proposal Requirements
The response to this RFP shall be in letter form. The information requested below should be organized in
the manner specified in order to achieve a uniform review process and obtain the maximum degree of
comparability for the Proposal Review Team.
Submittal of the Request for Proposals should include the following criteria and be structured accordingly:
4.1 Cover Letter summarizing the firm’s interest and ability.
4.2 A description of your firm's experience in completing work of this type including three (3) specific
examples and project references (including reference name, phone number, and email).
4.3 Provide an overview and description of the firm's total qualifications including any special or unique
services it may provide.
