The Raleigh-Durham Airport Authority (Authority) invites firms and full-service teams that
may be interested in providing architectural, building engineering, and other related
professional support services to the Authority in connection with the new construction, repair,
renovation, and maintenance of various building facilities at Raleigh-Durham International
Airport (RDU or Airport) to submit proposals for furnishing such services.
The Authority intends to select and retain multiple prime consultants, either individually or as
part of a team, to provide multi-discipline architectural, engineering, and other related
professional services, which may include building condition assessments, facility
investigations, planning, programming, design, bidding, construction administration,
commissioning, and project representation services related to managing and administering the
provision of all other subconsultant services required for the new construction, repair,
renovation, and maintenance of various building facilities at the Airport.
The firms/teams selected for this assignment will have recent, similar experience on projects
of comparable scope and scale to the Authority’s projects, and have the necessary depth and
breadth of experience appropriate for the engagement.
The Authority and each selected prime firm/team will enter into a Standard Form of Master
Agreement (the “Agreement) for provisions of the services as described herein. The draft form
of Agreement is attached hereto. The Agreement shall be for a five (5) year term.
The Authority anticipates that State and Federal funding may be used for various projects
in the engagement and the selection process is designed to follow the requirements of
Federal Aviation Administration Advisory Circular 150/5100-14E, Change 1. In addition,
the following resources may be used to ensure compliance with State funding:

It is desirable, although not required, that the Respondent has Federal and State aviation
project experience from project initiation through close-out. Funding requirements for
specific projects may require additions or revisions to the Agreement.

It is the policy of the Raleigh-Durham Airport Authority (the “Authority”) that the Authority
should aid, counsel, and assist, insofar as is possible and practical, small-business concerns in
order to provide access to opportunities to contract with the Authority. Accordingly, with the
aim of preserving free competitive enterprise, the Authority has determined that it is necessary
to establish and maintain a Small Business Program (Program or SB Program) to support a
fair proportion of purchases and contracts or subcontracts be placed with small businesses.
The Authority’s SB Program is supplemented by its Disadvantaged Business Enterprise
Program (the “DBE Program”), which applies to federally funded projects as required by 49
C.F.R. Part 26.
The Authority’s SB Program is set forth in the Small Business Participation Requirements
Exhibit, which is included herewith. The Authority’s DBE Program is set forth in its DBE
Program Document, which is available at https://www.rdu.com/do-business-with-
rdu/small-businesses/, and which is incorporated by reference as if set forth fully herein.
The Consultant shall fully comply with all applicable provisions of the Authority’s SB and
DBE Programs.
The Authority awards contracts without regard to race, religion, color, creed, national origin,
gender, age or handicapping condition. The Authority’s contracts are subject to the
requirements of North Carolina law, and this contract will be awarded in accord therewith.
The SB/DBE Goals for SB/DBE participation on this contract represent the total dollars that
will be spent with SBs/DBEs as a percentage of the total contract amount, including any task
orders and amendments. In accordance with the SB and DBE Programs, the Authority will
require that the selected firm must either meet the SB or DBE goals or demonstrate that the
firm has made sufficient good faith efforts to meet the SB or DBE goals.

An SB/DBE Workshop and Pre-Submittal Conference is scheduled for November 10,
2025, at 2:00 PM local time, located in Conference Room 100 of the Authority’s
Administration Building, RDU Center, 1000 Trade Drive, RDU Airport, NC.

Particulars
REQUEST FOR QUALIFICATIONS
This engagement involves the provision of professional architectural, building engineering, project-
related planning, and other related services associated with condition assessments and subsequent
implementation (planning, design and construction) of new construction, improvements, renovations,
or repairs as directed by the Authority for the various building facilities throughout the airport
campus.
There are approximately 35 buildings with a total area of ≈700,000 square feet (SF) of space as well
as two terminal building facilities (Terminal 1 ≈180,000 SF and Terminal 2 ≈1M SF). The buildings
and terminal facilities are of varying ages and conditions.
The scope of services will include building condition assessments in various combinations of the
Authority’s buildings, which will be used to program near and long-term improvements. The scope
of services will include assisting Authority staff with reviews and evaluations of airport tenant
improvement plans to include quality assurance, building code compliance, and compliance with the
Authority’s design standards for interior and exterior space, and signage as necessary.
Additionally, the following list includes anticipated projects that the Authority might include in the
scope of the work. The Authority reserves the right to assign projects to a team or individual
consultants, with priority and timing determined by the Authority and also retains the right, in the
Authority’s sole discretion, to remove any or all of the projects from the engagement, or add projects
similar in scope to the list defined below.
• Maintenance building and other Authority facilities HVAC system replacements

• South Cargo 3 and various other building roof replacements
• Office Building Expansion and/or Upfits
• Central receiving facility development and/or renovation
• Terminal Concessions Program
