On Call – Workplace Investigation Services

Seattle City Light (SCL), a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. City Light’s mission is to keep Seattle’s electricity affordable, reliable, and environmentally sound.

While delivering on this mission, Seattle City Light is committed to ensuring its employees are safe, engaged, and supported in a positive and inclusive work environment – free of discrimination, harassment, retaliation, and workplace misconduct.

To that end, Seattle City Light is looking for a roster of dynamic consultants to perform workplace investigations that shall include fact-finding in response to complaints of discrimination, harassment, retaliation, and workplace misconduct, and evaluation of compliance with City Light policy, in an objective, diligent, thorough, proficient and timely manner.

Through consistent adherence to investigative protocols that are built on the principles of objective and impartial fact-finding, fundamental fairness, and a respect for the rights of all parties involved, the awarded consultants from this solicitation shall help protect City Light’s business interests and the rights of its employees, as well as supporting City Light’s commitment to providing a positive and supportive workplace culture for its approximately 1700 employees.

Awarded consultants shall be responsible for conducting objective, diligent, thorough, proficient, and timely investigations, and for reporting their outcomes to the appropriate parties. The work of the awarded consultants may include but is not limited to:

  • Review of relevant documentation, including but not limited to personnel and business records, and/or other physical and electronic evidence;
  • Conducting virtual or in-person fact-finding interviews with appropriate employees and management;
  • Drafting comprehensive investigation reports to include a summary of the information considered in the investigation, findings of fact and relevant analysis of City of Seattle Personnel Rules, City of Seattle Ethics Code, and City Light Workplace Expectations;
  • Debriefing City Light leadership and parties involved in the investigation

City Light will determine the scope of the investigation, investigator assigned to the matter, and changes to that assignment, as appropriate, on a case-by-case basis.

SCL is seeking to contract with one or more Consultants.

SCL will be hosting a Virtual Pre-Submittal Conference on July 31, 2024, 10:30am – 12:00pm PDT

The City’s proposed schedule is outlined in the RFP.

The contract awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.


“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFP. An Outreach Plan will be required for the top-rated consultant(s).”
