INVITATION TO BID
Lackawanna County will receive sealed bids appropriately identified for:
Merli Sarnoski Pavilion
until 11:00am on Thursday, April 30th, 2026 at the Lackawanna County Controller’s Office located
at 507 Linden Street #1, Scranton, PA 18503. The bids will be opened and read aloud on Thursday,
April 30th, 2026 at 2:30pm.
Bids shall be submitted on the form provided and shall be accompanied by a bid bond, certified
check, or cashier's check equal to ten percent of the total price submitted. Bids must remain valid
for the period of time stated on the bid form. Lackawanna County reserves the right to reject any
or all bids.
Bidding/Contract Documents may be obtained at no charge from BDA Architects, LLC (BDA),
200 Abington Executive Park, Suite 101, Clarks Summit, PA 18411, via email from
kw@bdaarchitects.com. The Bidder is responsible to obtain a complete set of Bidding/Contract
Documents and verify that they have received all addenda issued. If the Bidder obtains
Bidding/Contract Documents from any source other than BDA, the Architect/Owner will not be
held responsible for incomplete or missing documents.
Bid packages will be available on Monday, April 6, 2026.
Project has one single prime construction contract:
General Construction
The project consists of a new 2,275 SF lakefront pavilion and an attached one-story, 1,520 SF
support building. The support building will house restrooms, a community room and storage
spaces. The scope also includes all associated site work.
A MANDATORY site visit will be held Thursday, April 16th at 10:00 AM at the project site
located at Lake Pavilion, Merli-Sarnoski Park, 286 Sandy Banks Road, Greenfield Township, PA
18407.
All requests for Bid Documents shall include the following information:
1. Email address for Bidding/Contract Document and addenda purposes.
A Bid may not be modified, withdrawn or canceled by the Bidder within sixty (60) days following
the time and date designated for the receipt of Bids, and each Bidder so agrees in submitting a Bid.

Prior to the time and date designated for receipt of Bids, a Bid submitted may be modified or
withdrawn by notice to the party receiving Bids at the place designated for receipt of Bids. Such
notice shall be in writing over the signature of the Bidder. Written confirmation over the signature
of the Bidder shall be received, and date- and time-stamped by the receiving party on or before the
date and time set for receipt of Bids. A change shall be so worded as not to reveal the amount of
the original Bid.
Withdrawn Bids may be resubmitted up to the date and time designated for the receipt of Bids
provided that they are then fully in conformance with these Instructions to Bidders.
Bid security shall be in an amount sufficient for the Bid as resubmitted.
The bidders/offerors must submit documentary evidence of minority and women business
enterprises who have been contacted and to whom commitments have been made. Documentation
of such solicitations and commitments shall be submitted concurrently with the bid.
Interested parties are subject to debarment screening.
Contracts shall be subject to:
● Public Works Employment Verification Act.
Bidders must meet the following minimum bonding requirements:
• A bid guarantee from each bidder equivalent to 10% of the bid price. The “bid guarantee”
must consist of a firm commitment such as a bid bond, certified check, or other negotiable
instrument accompanying a bid as assurance that the bidder will, upon acceptance of the
bid, execute such contractual documents as may be required within the time specified.
• A performance bond on the part of the contractor for 100% of the contract price. A
“performance bond” is one executed in connection with a contract to secure fulfillment of
all the contractor's obligations under such contract.
• A payment bond on the part of the contractor for 100% of the contract price. A “payment
bond” is one executed in connection with a contract to assure payment as required by law
of all persons supplying labor and material in the execution of the work provided for in the
contract.
Bids may be withdrawn or corrected prior to the bid opening date and time. Changes may not be
made to bids after the bid opening. Bids may be withdrawn after the bid opening date in accordance
with the Bid Withdrawal Act.
Any or all bids may be rejected if there is a sound documented reason as described in the
Responsibilities of Bidders and Offerors of this document. Bids that do not follow instructions will
be automatically disqualified and documentation of exclusion will be maintained in the
procurement file.
