Request for Qualifications: Prequalification Invitation for Construction Project Mace Overpass Fence Repair, CIP No. ET0009
The City of Davis requests prequalification submissions on or before 4:00 p.m. Friday, October 11, 2024 from qualified contractors interested in providing construction services described below for the following project:
MACE OVERPASS FENCE REPAIR, CIP NO. ET0009
The Mace Boulevard Overpass fence, located on the Mace Boulevard overcrossing of Interstate 80 (I-80) in Davis, needs to be repaired. General Engineering Contractors that have been prequalified by the City in response to this Request for Qualifications (“RFQ”) will be eligible to submit bid proposals in response to the City’s subsequent Request for Bid Proposals (“RFP”) for the Project.
The General Engineering Contractors must be appropriately licensed and registered in the State of California for engineering and construction services as needed to complete the Project. Experience coordinating and collaborating with CalTrans on Right-of-Way projects is essential. The Contractor must have completed at least three (3) projects in CalTrans Right-of-Way within the last five (5) years, at least one (1) of which must have been elevated construction work.
The Contractors must be registered with the Department of Industrial Relations (“DIR”) as required by law. The selected Contractor will be required to comply with the Labor Code prevailing wage and shall be required to work cooperatively City staff, any technical consultants retained by the City for the Project, and the community, to facilitate timely and professional completion of the Project.
The selected Contractor will be required to 1) enter into an Agreement for Contract Services with the City of Davis; and 2) repair the Mace Overpass fence.
On February 14, 2022, a motor vehicle incident occurred at the Mace Boulevard overcrossing, resulting in the removal of approximately 65 linear feet of fencing on the east side of the overcrossing. The existing concrete wall is only 28” high and is not safe for public use without a fence due to the fall risk onto I-80. In February 2022, the City coordinated a short-term repair with Caltrans to install a temporary fence as soon as possible to re-open pedestrian access to Mace Boulevard. The City now seeks to construct a permanent repair.
The construction project will include the following elements:
The engineer’s estimate for the work is $150,000.
Completed Prequalification Questionnaires must be submitted electronically (in PDF file format) no later than 4:00 p.m., Friday, October 11, 2024. Prequalification Questionnaire submission documents will not be accepted after the due date and time. No supplemental data or additional project information will be accepted after due date and time unless specifically requested by the City of Davis. No hard copies will be accepted.
Contractors must agree to comply with all City of Davis RFP and Contract Conditions for the project.
The City of Davis reserves the right to reject any or all responses to this notice.
Each Contractor may be required to show evidence of its equal employment opportunity policy. The successful firm and their subconsultants will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wages at the location of the work.

Questions and Requests for Information on this RFQ are required to be submitted via email to Project Manager by September 25, 2024 at 5:00pm. Questions submitted after September 25th or via phone will not be accepted. All substantive questions and answers will be distributed to applicants in PDF format by October 2nd.
**Oral, telegraphic, facsimile, or telephone of prequalification submissions will not be accepted. Prequalification submissions received after this date and time will not be accepted.
To prequalify, Contractors will complete and submit The City’s Prequalification Questionnaire for Construction Projects.
