Project Description: Separate sealed bids will be received, by Washington Township online via PennBid for the Maintenance Shop Tank Bidding, located in Washington Township, Berks County, until 12:00 P.M. prevailing time, on November 19, 2025, after which time, Bids will be opened with results displayed publicly on PennBid. Bids will be reviewed at the Public Meeting of Washington Township at their regularly scheduled meeting to be held at 7:00 P.M. prevailing time on November 20, 2025.

The work is generally described as, but is not limited to the following:
Contract A – Tank Removal and Disposal
Contract B – Tank Procurement and Delivery
The purpose of this bid is to remove the existing liquid fuel tank and procure a new split liquid fuel tank for the Washington Township public works building. The tank must be sized to hold 750 gallons of diesel fuel and 250 gallons of gasoline, and be able to be installed on the exterior of the building. The submitted bid price shall include delivery costs. Installation will be handled by Washington Township. Existing Tank must be disposed of off site. See contract documentation for more details.
There will be no Pre-Bid Meeting held for this project.
All bidders must submit bid security in the amount of ten percent [10%].
All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05.
The successful BIDDER will be required to execute the Agreement and to furnish a “Performance Bond” and a “Payment Bond” all on the respective forms provided in the Contract Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Contract Documents.
The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997, by Act 34 of 1997, 43 P.S. 951-963, shall apply to each Contract.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in
the Contract Documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Bidder and all subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalification’s must be submitted by the Bidder and all subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the Bid.
Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law.
Washington Township reserves the right to waive any informality in or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of Washington Township and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation.
Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement and the Certificates of Insurance.
