This is a Notice of Intent (NOI), NOT a request for proposal. The Research Technologies Branch (RTB) at the National Institutes of Health (NIH)’s National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate on an other than full and open competition basis with AB Sciex LLC, 1201 Radio RD, Redwood City, CA, 94065-1217, United States, to procure a 12-Month maintenance agreement for Qtrap Mass Spectrometers and accompanying devices.

Minimum Requirements:

Below are specifications and coverage for the current requirement:

• Telephone access to technical support within 4 hours


• Priority repair service response time within 48 hours.


• Periodic maintenance will be performed every year.

Priority Scheduling and Onsite Response required for all repairs during the period of performance. Priority is defined as giving priority scheduling equal to a direct contract and guaranteeing the equivalent manufacturer’s priority onsite response. If you are a third-party service provider, the priority scheduling and/or response time, must be listed on a capabilities statement, as well as documentation of OEM part and trained technicians is required.Priority scheduling and onsite response for all repairs during the period of performance.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a capability statement to include evidence of being capable of providing Technical Support within 4 hours and 48 hour Priority Repair Service: *As AB Sciex LLC is the only current Manufacturer of the noted equipment, AB Sciex LLC certification to maintain the equipment must be submitted in order to be considered, by 10:00 am EST, Tuesday, April 29, 2025. All required documents must be submitted via the NIAID electronic SIMPLIFIED ACQUISITION SUBMISSION SYSTEM (eSASS) website at HTTPS://ESASS.NIH.GOV. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
