Background:



AFLCMC/EB recognizes the unique timing of this announcement and is utilizing this as a strategic opportunity to collect pertinent data from industry that will help to inform a potential acquisition strategy. Input from potential and capable parties will help to inform the Government for future effort(s) should they become available.



Disclosure:



This is a call for white papers and for planning purposes only. This does not constitute an invitation for bid or a request for proposal or a request for solutions and is not to be construed as a commitment by the Government for any purpose. There is no bid package or solution document with this announcement. Responses to this call for white papers are strictly voluntary and will not affect any potential offeror’s ability to submit an offer if a solicitation is offered in the future. The Government shall not be held liable or incur any debt for the information solicited. No entitlement to payment of direct or indirect costs or charges will arise resulting from preparation of submissions in response to this call for white papers or the Government’s use of the information provided. All costs associated with responding to this call for white papers are solely at the responding parties’ expense. This notice DOES NOT in any way restrict the Government to an ultimate acquisition approach. The Government encourages all responsible businesses, including small businesses and non-traditional vendors, to respond to this call for white papers. Respondents may be requested to provide additional information/detail based on their initial submittals and/or the Government may request calls/video calls with some, none, or all respondents based on their initial submittals. No submittals will be returned to the sender.



Requesting CUI Attachments:



After reviewing all posted information, if a potential or interested party would like to receive the CUI appendix and/or the M-Series Playbook, they can make that request to Jill Harms at jill.harms.1@us.af.mil, and Lt Col Nicolas Zimmerman at nicolas.zimmerman.1@us.af.mil



Both attachments are marked with the Distribution Statement D, IAW DoDI 5230.24, therefore interested parties must also provide a current DoD contract that can be verified by the contracting officer.



PLEASE NOTE: In order to receive all attachments requires Government verification of contractor’s ability to receive Distro D/CUI and classified material.  This is a multi-step process that requires a minimum of 2-3 business days.  All requests for documents should be made at least 3 business days prior to the RFI closing.  Requests made after this time will be processed but extensions to the RFI will not be considered.



Award Vehicle:



This call for white papers is posted under the AFLCMC/EB CSO, however there has been no determination of an award vehicle for any potential solicitation at this time.



Government Advisors:



Respondents to this call for white papers are advised that proprietary, confidential, or privileged commercial data submitted as part of your response may be released to non-Government advisors supporting the Government in this acquisition. Although the Government's contracts with these advisors require non-disclosure agreements, please indicate in your response to this synopsis if your firm has objections to the use of these advisors. These advisors are employed by HX5, MTSI, SERCO, and JHU. Specify the specific basis of the objection, and the specific portions that the respondent objects to disclosure to non-Government advisors.



Other Information:



All responsible sources may submit information that shall be considered by the agency. If late information is received, it may be considered, depending on agency time constraints. All routine communications regarding the announcement should be directed to the contractual point of contact listed in this posting. The Government may or may not use any responses to this call for white papers as a basis for a subsequent project/requirement. Any project or requirement developed from responses to this call for white papers may be the subject of a subsequent acquisition; any such subsequent acquisition will be posted in Sam.gov separately. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to the respondents with respect to any of the information submitted under this call for white papers. No requests for a bid package or solicitation will be accepted; a bid package or solicitation does not exist at this time. In order to protect the integrity of any possible future acquisition, no additional information will be provided.

All questions should be submitted via email to avoid any misunderstanding or confusion. All correspondence sent via email shall contain a subject line that reads “CAMP Request for White Papers.” If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .doc, .docx, .xsls, or .xls documents are attached to your email. All other attachments may be deleted.



Ask Me Anything:



There WILL NOT be an ask me anything held. Questions will be accepted until 1700 Central Wed 27 Nov. All questions and answers will be posted as an amendment to this posting. Questions will be sanitized so as not to disclose company specific information or approach.



Response Due Date:



White paper submissions are due no later than 5:00 p.m. central 16 Dec 2025. Responses are to be submitted to Jill Harms at jill.harms.1@us.af.mil, and Lt Col Nicolas Zimmerman at nicolas.zimmerman.1@us.af.mil. All correspondence sent via email shall contain a subject line that reads “CAMP Request for White Papers.” If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB.
