South Dakota’s license plates are manufactured at the State Penitentiary through Pheasantland Industries (PI).
Registrations in the state are printed on demand at the County Treasurer’s office locations and in the Department
of Revenue (DOR) office in Pierre. Each year, there are about 1.6 million registered vehicles in South Dakota
(including boats, snowmobiles, and off-road vehicles).
License plates and registrations are distributed to customers in the following ways: at a County Treasurer’s office
location, an order for mailed plates and registrations placed through the web portal, or an order for a print on
demand registration at a kiosk.
The South Dakota Department of Revenue is seeking responses from Vendors for the following services:
Centralized production and distribution of license plates;
Centralized fulfillment location, processes, and equipment; and
Print on demand system for all county offices and the Pierre DOR office (68 physical office locations).
Vendors must also be prepared to move license plate production equipment to any new facility that may be
constructed to replace the State Penitentiary.
To be considered, Vendors must be able to provide all mandatory services within this RFP.

The State will respond to vendor’s inquiries (if required) via e-mail. In addition, all inquiries and the State’s
response will be posted on the State’s e-procurement system. Vendors may not rely on any other statements,
either of a written or oral nature, that alter any specification or other term or condition of this RFP. Vendors will be
notified in the same manner as indicated above regarding any modifications to this RFP.
