The purpose of this solicitation is to procure a vendor to evaluate, study, and identify the most prevalent issues regarding wages that must be paid and benefits that must be provided to statewide primary and secondary school bus drivers and reflect comparable labor markets, including both private and public sector, conduct the necessary research, produce a report and report these findings to: the governing body of each county; Baltimore City; each county board of education, including Baltimore City; the Governor; and the General Assembly.
