Scope

It is the County's intent to enter into contracts with three (3) qualified Consultants to provide Comprehensive Engineering and incidental Architectural Services for the planning, design, permitting, bidding and construction administration of new construction or renovation of various County Small Projects and Facilities on an as needed basis. The use of this contract will be limited to Projects which meet both of the following requirements: a) an ENGINEERING FIRM Basic Services Fee not-to-exceed $400,000 and b) an estimated Construction Cost not-toexceed $4,000,000. The County will issue a Task Order for each Project. Issuance of a Task Order will be contingent upon appropriation of funds by the Montgomery County Council and the encumbrance of such funds, as provided by the Montgomery County Code.

The Consultants who receive the highest ranking, as a result of the Method of Award/Evaluation Criteria shown in Section C, will be given the opportunity to respond to a Task Order Proposal (TOP) Each task order will be issued as a Task Order Proposal (TOP) and evaluated based on the best-negotiated terms. Evaluation will consider multiple factors, including overall cost and the offeror’s specific area of expertise. Proposals will be scored using a point-based system developed by the department’s Contract Administrator to ensure fairness and consistency in the selection process. If negotiations with the top-ranked vendor are unsuccessful, the department will proceed to the next highest-ranked vendor, in accordance with the established evaluation and selection procedure. Further, should the Consultant fail to demonstrate to the County’s satisfaction that sufficient, approved key personnel are assigned to the Task Order, the County reserves the right to assign the Task Order to the next-highest-ranked Consultant.
