SECTION I: GENERAL INFORMATION
1.01 INFORMATION SUMMARY
*DIGITAL SUBMITTALS ONLY* The Town of Johnstown (“Town”) is seeking professional services to
fulfill Colorado Revised Statute section 37- 60-126, specifically for the development of a Municipal
Water Efficiency Plan (WEP). Submission shall be emailed to Lilly Cory, Water Efficiency
Coordinator at lcory@johnstownco.gov.
Proposals will be accepted until March 11th, 2026, by 5:00 PM, MDT. No proposals will be accepted
after that time.
1.02 PURPOSE
The Town of Johnstown is soliciting proposals from qualified consulting firms (“Firm”) qualified to
enter into a Professional Services Agreement to create a Water Efficiency Plan for the Town of
Johnstown.
1.03 SUBMISSION OF QUESTIONS
Prospective firms are requested to submit any questions no later than Friday February 20th, 2026 by
5:00 PM, (MT) to Lilly Cory, Water Efficiency Coordinator, via e-mail to lcory@johnstownco.gov.
Mark the subject line: “WEP RFP” for all project questions. Responses to questions will be posted
in the form of an addendum no later than Wednesday, February 25th, 2026, 5 pm MST.
1.04 AWARD
The award will be made to the qualified Firm obtaining the highest score combining technical
qualifications and price. Additional information regarding award criteria can be found in Section 4,
Evaluation and Award, of this document. The Town reserves the right to further negotiate any
proposal, including price, with the highest-rated respondent. If an agreement cannot be reached
with the highest-rated respondent, the Town reserves the right to negotiate and recommend an
award to the next-ranked respondent or subsequent respondents until an agreement is reached.
1.05 AGREEMENT
The successful firm shall be required to complete a two-party standard form of agreement.
1.06 EXPENSES ASSOCIATED WITH RESPONSE
The Town will not be responsible for any expenses incurred by a consultant in preparing and
submitting a proposal. All proposals should provide a straightforward, concise delineation of the
consultant’s capabilities to satisfy the requirements of this request. Emphasis should be on
completeness and clarity of content.
1.07 REJECTION OF PROPOSALS
The Town reserves the right to review and approve/disapprove of all key staff and sub-consultant
substitutions or removals and may consider such changes not approved to be a breach of contract.
Furthermore, the Town reserves the right to reject any or all proposals in part or in full and to waive
any technicalities or informalities as may best serve the interests of the Town.

SECTION 2: SCOPE OF WORK AND REQUIRED SERVICES
2.01 BACKGROUND
A. The Town of Johnstown located just 40 miles North of Denver and is home to approximately
20,000 residents and serves over 7,000 water utility accounts. The Town has been experiencing
rapid growth for the past five years at approximately 5% per year. With the growth that has
occurred, and the requirements of the Colorado Water Conservation Act, the Town needs to
produce a Water Efficiency Plan (Plan) to encourage water practices to align with the Colorado
Water Plan.
2.02 INTRODUCTION
A. This Request for Proposals (RFP) describes the project, the required scope of services, the
consultant selection process, and the minimum information that must be included in the proposal.
Failure to submit information in accordance with the RFP requirements and procedures may be
cause for disqualification.

B. Based on this RFP, possible interviews, and reference checks, the Town intends to select a
consultant for the Town of Johnstown. The process will include the negotiation of a Professional
Services Agreement. If the Town is unable to reach a contract agreement with the selected
consultant, then the Town would have the option to negotiate with another consultant. This RFP
does not commit to the Town to award a contract, defray any costs incurred in the preparation of a
proposal pursuant to the RFP, or any resulting negotiations, or procure a work contract.
2.03 STATEMENT OF WORK OVERVIEW
A. Johnstown is seeking the development of a Municipal Water Efficiency Plan (Plan’) in accordance
with the Water Conservation Act of 2004 and to meet the provisions of Colorado Revised Statute
section 37- 60-126. As part of CRS 37-60-126, a State-approved Plan will qualify Johnstown for
funding from the Colorado Water Conservation Board (CWCB) and the Colorado Water Resources
and Power Development Authority for water supply and delivery projects. Furthermore, the Plan
sets measurable targets regarding existing and future conservation initiatives, as well as an
implementation and monitoring plan to establish and administer cost-effective conservation
initiatives.
B. Foundational Goals:
1. Facilitate diversity, equity, and a strong foundation in the plan process. Work to connect
with a diverse audience and meet the community where they are at.
2. Ensure the final Plan must meet Colorado Water Conservation Act of 2004 (HB 04-1365),
Colorado Revised Statutes 37-60-126, and the Colorado Water Conservation Board (CWCB)
guidelines for approval.
3. Develop a municipal plan that integrates and leverages the public benefits realized from
the Town’s collaborative efforts in identifying, developing, and managing water efficiency
and conservation programs.
4. Establish a framework that integrates accountability and achievable goals to
demonstrate progress to stakeholders, residents, and plan managers.
2.04 OVERVIEW OF SERVICES & IDENTIFICATION OF KEY TASKS
A. Kick-off Meeting Session (After Award)
The consultant shall attend a kick-off meeting with Staff to discuss project details, scheduling and
other relevant information regarding services which are required to develop the 2026 Water
Efficiency Plan. A project plan will be provided by the Firm, to complete the project within the
provided timeline. The Firm identify the number of work sessions needed to complete the Plan, not
to exceed one per month during the project time.
