Project Scope
  • Remove existing parking lot and path to playground

  • Stockpile existing ADA parking signs for reuse

  • Regrade and install new bituminous parking lot, including:

    • 1 accessible parking space

    • 3 standard parking spaces

    • Striping of spaces

    • ADA signage installation

  • Construct bituminous ADA-accessible walkway from new parking area to playground edge

  • Restore all disturbed areas

Bid Security & Requirements
  • Bid Security: Certified check, bank draft, or bid bond equal to 10% of total bid

  • Required Inclusions:

    • Fully completed Non-Collusion Affidavit

Compliance & Participation Requirements
  • Equal Employment: Executive Order 11246 applies

    • Female participation goal: 6.9%

    • Minority participation goal: 1% (on-site construction workforce; contracts > $10,000)

  • Funding: Federal funds via Perry County

    • MBE/WBE Plan (per Executive Orders 11625, 12138, 12432)

    • Section 3 Action Plan (per 24 CFR Part 75)

    • Buy America, Build America Act compliance required

  • Participation Goals:

    • MBE: 5%

    • WBE: 3% (for contracts ≥ $25,000)

    • Section 3 workers: 25% of labor hours (if HUD/CDBG > $200,000)

    • Targeted Section 3 workers: 5% of labor hours (if HUD/CDBG > $200,000)
