Valentine Hill Rd Water Main Replacement Project

Project Description: Sealed Bids will be received online by Bellefonte Borough Authority until 11 AM prevailing time on November 20, 2025, for the following contract associated with the water main replacement: Contract 2025-01. The Project consists of replacing the water main and appurtenances along Valentine Hill Rd, Bellefonte, PA as shown on the construction drawings and as specified in the Project Manual.

Each Bid must be submitted on the prescribed Bid Form and accompanied by a Bid Bond for no less than ten percent (10%) of the Bid amount payable to the Authority along with an Agreement of Surety certifying that the required Payment and Performance Bonds will be provided to the Bidder, as prescribed in the Instructions to Bidders.
The successful Bidder shall be required to furnish proof of insurance and bonds prescribed in the Bidding Documents as meets the approval of the Bellefonte Borough Authority.
In order to perform public work, the Successful Bidder and Subcontractors, prior to contract award, shall hold or obtain such license as required by State statutes, Federal and local Laws and Regulations.
This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act as amended and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry.
No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids.
Purchases made by Bellefonte Borough Authority are not subject to any Federal, State, or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Exemption certificates will be executed upon request.
An optional pre-bid conference will be held at 10:00 AM local time on November 6, 2025 at the project site. The site walk will begin at the intersection of Willowbank Street and Valentine Hill Road.

The Owner’s right is reserved to reject all Bids or any Bid that does not conform to the intent and purpose of the Bidding Documents.
