Introduction and Purpose
The Village of Tarrytown is soliciting responses to
this Request for Proposals (RFP) for on-call
transportation planning and design services to make
recommendations related to mobility safety
considering all travel modes within the village, and
to assist with the implementation and execution of
related work.
Here is a small inset of the Village’s Zoning Map,
which establishes our municipal boundaries, as well
as commercial, office and residential areas:
that aims to prevent serious injuries and deaths
on roadways by implementing proven safety
measures.

B. Route 9 Complete Streets A NYSDOT
scoping and preliminary engineering phase
project to propose improvement
recommendations capable of enhancing safety,
and pedestrian and bicycle facilities along Route
9/Broadway. This project encompasses the five
villages of Sleepy Hollow, Tarrytown,
Irvington, Dobbs Ferry, and Hastings-on-
Hudson.

Current studies under way (informational):
A. Safe Streets for All - The Village is currently
partnering with the Village of Sleepy Hollow
and the Public Schools of the Tarrytowns
(UFSD of Tarrytown and Sleepy Hollow) to
develop a Comprehensive Safety Action Plan
Cobb Lane is an east-west connection road with
access opened to the public between Route 9 and
Wilson Park Drive. This steep and narrow road is
half public along the western half up to a point just
east of Oak Avenue and half private along the
eastern half from Oak Avenue to Wilson Park
Drive. Though the traffic volume is relatively low,
this access road at points cannot accommodate two-
way vehicular traffic. It is also intersected by the
Old Croton Aqueduct Trail, a NY State Park that is
used by pedestrians and bicyclists of all ages
including school-aged children heading to and from
the John Paulding Middle School and the Sleepy
Hollow High School. The intent is to improve both
pedestrian and vehicular safety.
The Village has undertaken appropriate
enforcement of the right-of-way and plans to install
warning signage at blind spots. There is a
suggestion to test out an Advisory Bike Lane

streets/advisory-bike-lanes/) to improve safety for
all users. Another alternative under consideration is
the alternative of making Cobb Lane one-way only.
Second traffic and pedestrian safety analysis
request, with focus on school walkability.
Tappan Hill School is being converted from a
BOCES-oriented educational facility back into an
early education elementary school facility for the
UFSD of the Tarrytowns for grades “K through 1”,
with planned opening for this use in September,
2025. A group of parents and residents associated
with a local community organization are requesting
the Village to consider the installation of sidewalks,
or the establishment of delineated walking lanes on
the existing asphalt of the following roads:
Highland Avenue between Union Avenue
and Benedict Avenue;
Union Avenue between Rosehill Avenue
and Highland Avenue; and
Possibly some additional sidewalk or
delineated walking areas on Benedict
Avenue and on Rosehill Avenue.
The Village would like to have a discussion with
the successful responder to the RFP so that we can
agree on the development of a proposal, within an
agreed upon budget, for this analysis and review.
The study would be of the area around the school,
with a look at potential short-term and long-term
improvements to enhance walkability.
Proposals:
The Village would like a proposal from the
interested RFP respondents A. with a quote to
perform a simple study of Cobb Lane and make
recommendations for traffic changes with signage
and marking improvements; and B. a further
response to the RFP with hourly rates and team
experience and qualifications for consideration as
an on callconsultant. The Second Analysisis
more for informational purposes and will be
discussed and assigned after the submission of
initial responses to the RFP and selection by the
Village of the consultant as the result of this
process.
Intent
The responses to this RFP will be reviewed and
interviews will be scheduled by the Village with
firms that have responded. A final decision will be
made by the Mayor and Board of Trustees, based
on:
A. the interviews
B. experience of the team
C. qualifications
D. knowledge of current standards
E. cost
F. ability to produce work products in a
reasonable, agreed-upon time frame
Depending on the number of respondents, a
preliminary interview will take place with staff, and
then a second interview will take place with the
Mayor and Board of Trustees.
The Village of Tarrytown reserves the right to
waive any inconsistencies and take actions that are
in the best interests of and optimize the benefits to
the Village of Tarrytown.
As an establishment of protocols, the elected Board
of Trustees sets policy and the appointed
administrative staff carry out and implement such
policy. In other words, direction and tasks shall
come from staff, based on the policy set by the
majority of the Board members.

Due Date
RFP response submissions shall include a two to
five-page maximum cover letter with supporting
materials. Submissions will be accepted from the
date of publication on the Village website and on
Bidnet, ending three weeks later at 11 a.m. on
Friday, June 27, 2025. It is preferred that the cover
letter and supporting materials be e-mailed to the
Village at Administrator@tarrytownny.gov.
If mailing is necessary for any larger size hard-copy
documents, they should be mailed to: Office of the
Village Administrator, 1 Depot Plaza, Tarrytown,
NY, 10591. Submissions will be kept strictly
confidential until after the submission deadline, at
which time they become public documents.
Submission Requirements
A three- to five-page summary cover letter briefly
summarizing the following items is required. You
may attach additional information as you deem
appropriate.
A. Team description
B. Hourly Rates for team members who will be
assigned to the work
C. Team experience noting:
Previous municipal projects and/or contracts
Project locations, photos, year, team
member’s role(s).
Project references, including governmental
bodies involved.
Key team member resumes are requested.
Selection Criteria
A. Interviews
B. Experience of the team
C. Qualifications
D. Knowledge of current standards of mobility
management and design, with knowledge of the
MUTCD and higher credit given to knowledge
and experience of a Complete Streets approach
and the application of NACTO standards.
E. Cost
F. Ability to complete requested plans within an
agreed upon deadline, to be negotiated and
agreed upon at the time of the assignment of
each project.
RFP Time frame, schedule and supplemental
material
A. RFP responses due date - Friday, June 27, 2025,
at 11 a.m.
B. Review of Qualifications and Letters of Interest
and short list: Estimated first 10 days.
C. Schedule and interview: Estimated within 30
days of proposal submission.
The goal is to have a Board decision and award at
the Board Meeting in July, 2025 which is currently
scheduled for Monday, July 21, 2025. If more time
is required it may be awarded at the Board Meeting
of August 18, 2025, which will still be within sixty
(60) days of the submission deadline.
