CITY OF KILLEEN, TEXAS
The City of Killeen will receive Request for Proposals for Custody Services electronically through the City’s eProcurement Portal or addressed to the City of Killeen, Attn: Purchasing Division, 802 N. 2nd Street, Building E, 2nd Floor, Killeen, Texas 76541, until 2:00 pm on Wednesday, October 23, 2024 . Proposal submissions shall be plainly marked with the name and address of the vendor and “RFP NO. 25-05 Custody Services , 2:00 pm , Wednesday, October 23, 2024 ”.
Submittals received after the closing time will be returned unopened.
Vendors may register and submit proposals electronically at https://procurement.opengov.com/login .
Questions will be accepted on the OpenGov e-bidding site , until 2:00 pm on Tuesday, October 15, 2024 . Questions will be answered in the form of an addendum and posted on the OpenGov e-bidding site . It is the proposer’s responsibility to obtain and acknowledge all addendums.

Killeen is a Home Rule Charter City and operates under a Council - Manager form of government. A mayor, elected at large, and seven council members, elected from single member districts, serve staggered, three-year terms. Killeen is a city in Bell County Texas. According to the 2022 census, its population was 159,172, making it the 17th-most populous city in Texas and the largest of the three principal cities of Bell County. Killeen is located on Interstate 14 which passes through the western part of the Killeen-Temple-Fort Cavazos metropolitan area, passing just south of Fort Cavazos and through Killeen as well as Harker Heights and Nolanville before terminating in Belton. Killeen is located 55 miles (89 km) north of Austin, 125 miles (201 km) southwest of Dallas, and 125 miles (201 km) northeast of San Antonio.
In 1881, the Gulf Colorado and Santa Fe Railway extended its tracks through central Texas, buying 360 acres (1.5 km 2 ) a few miles southwest of a small farming community known as Palo Alto, which had existed since about 1872. The railroad platted a 70-block town on its land and named it after Frank P. Killeen, the assistant general manager of the railroad. By the next year, the town included a railroad depot, a saloon, several stores, and a school. Many of the residents of the surrounding smaller communities in the area moved to Killeen. By 1884, the town had grown to include about 350 people, served by five general stores, two gristmills, two cotton gins, two saloons, a lumberyard, a blacksmith shop, and a hotel.
Killeen’s economic development initiatives to expand jobs and tax base have been with a careful focus on establishing downtown as the cultural and economic heartbeat of the city. From the unique architecture of the federally registered historic district, located in the heart of the Texas Innovation Corridor, Killeen has become the ideal location for professionals and families to live and work.
Killeen is known for both rich military history and cultural diversity. The area is home to thousands of veterans and active-duty soldiers, and it is common to see downtown restaurants filled at lunchtime with soldiers. The proximity of the military installation has also grown the city’s cultural diversity; today, more than 36,000 Killeen residents were born outside the United States. Downtown Killeen is home to heritage festivals worldwide and dozens of authentic international restaurants; Downtown Killeen offers a destination for those seeking exploration- all right here in the heart of central Texas. Killeen is also home to a number of higher education opportunities, such as Texas A&M University-Central Texas and Central Texas College.
