Hoadly Booster Pumping Station (F05) and Discharge Main Upgrades

Prince William County Service Authority d/b/a Prince William Water is accepting competitive
sealed bids from qualified Contractors for Hoadly Booster Pumping Station (F05) and Discharge
Main Upgrades. Sealed Bids will be accepted until 10:00 AM EST on July 16, 2026, at Prince
William Water at 4 County Complex Court, Woodbridge, Virginia 22192. Bids must be clearly
marked on the outside of the envelope “Sealed Bid – IFB #SA- 2630: WSUP-119, Title: Hoadly
Booster Pumping Station (F05) and Discharge Main Upgrades. Bids will then be publicly opened
and read aloud. Bids received after the specified time will not be considered.
PROJECT LOCATION:
12516 Springwoods Drive, Woodbridge VA
GENERAL DESCRIPTION: Provide all materials, equipment and labor necessary for the
construction of Hoadly Booster Pumping Station (F05) and Discharge Main Upgrades. The work
includes, but is not limited to the following:
• Mobilization: All work related to the preparations onsite prior to the commencement of any
work.
• Demobilization and Closeout – All work related to demobilization of project site and
closeout as required by the Contract Documents
• Performance of all work as described in the Contract Documents for upgrades to the existing
Hoadly Booster Pump Station (F05) and Discharge Main.
• Site preparation, to include erosion and sediment controls, tree pruning as necessary.
• Furnishing, installing a new Industrialized Building to house the new Hoadly Booster
Pumping Station.
• Furnishing, installing, testing, and start-up of the new prefabricated Hoadly Booster
Pumping Station.
• Installation of reinforced concrete generator and new Hoadly Booster Pumping Station
pads.
• Installation of approximately 100 linear feet of 12-inch ductile iron watermain.
• Abandonment of the existing Hoadly Booster Station once the new Hoadly Booster Station
has been completed, to include coordination with Power Utility (Dominion Energy) to
remove power from the existing building. Abandoned items such as pump control building,
tank, vault, valves, pole, flow meter, fire hydrant, light pole, etc. shall be removed and
disposed off site. PW Water shall have right to salvage any abandoned items.
• Coordinate with Power Utility (Dominion Energy) for electrical service to the new Hoadly
Booster Pumping Station, to include conduit and meter base installation.
• Site improvements, permanent restoration to include paving and seeding, and fence as
shown on the Contract Documents.
• Miscellaneous work as shown on the Drawings and as specified.

PRE-BID CONFERENCE: A non-mandatory Pre-Bid Conference is scheduled for 10:00 AM
EST, June 10, 2026. The Pre-Bid Conference will be conducted via live stream tool.
Prince William Water will hold a Pre-Bid Conference using MS Teams Meeting. While attendance
is not mandatory, potential Bidders are strongly encouraged to attend. Potential Bidders interested
in attending the Pre-Bid Conference may download the application and join the meeting via the MS
Teams application by audio, video or both. If a Bidder plans to join the Pre-Bid Conference, the
Bidder must inform the Procurement Department at SAprocurement@pwwater.org with the
following information: vendor name, business address and contact person. Prince William Water
will provide the MS Teams link to requestors only. Upon completion of the meeting, Prince William
Water will post an attendance list on the Prince William Water website.
Interested Bidders and Subcontractors are strongly encouraged to attend. Pleas of ignorance of any
conditions existing on the work-site, or difficulties encountered in the execution of the Work, or as
a result of failure to make necessary investigations and examinations, will not be accepted as an
excuse for any failure or omission on the part of any Bidder to properly fulfill the requirements set
forth in the Contract Documents.
SITE VISIT:
Prince William Water will conduct a site visit at 12516 Springwoods Drive, Woodbridge VA on
11:00 AM EST, June 11, 2026.
QUESTIONS DEADLINE: Questions should be submitted in written form only to Procurement
Officer, Chanhee Kang at SAprocurement@pwwater.org no later than 12:00 PM EST, June 17,
2026. The subject line of the email should read as follows: “Questions Solicitation Number-
Solicitation Title.” Questions submitted after the “Questions Deadline” may not be addressed.
BID SUBMISSION: One (1) original and two (2) copies of the completed Bid shall be submitted
before 10:00 AM EST, July 16, 2026, in a sealed envelope and should be addressed and delivered

BID OPENING: Pursuant to the competitive bidding provision of Prince William Water’s
Procurement and Contract Management Regulations and the Code of Virginia, and subject to the
terms and conditions listed herein, bids will be opened, then read aloud via MS Teams immediately
after close of the bid submission.
Bidders interested in attending the bid opening must contact the Procurement Department
at SAprocurement@pwwater.org to obtain the MS Teams access information.
