INSTRUCTIONS FOR PROPOSERS
Proposals for the “Museum of Northwest Colorado Re-Roof” project will be received by the
City of Craig (Owner) via Bidnet Direct at https://www.bidnetdirect.com/colorado/cityofcraig or
mailed, emailed, or hand delivered to City Hall at 300 West Fourth Street, Craig, Colorado
81625, until 3:00 PM prevailing time on July 15, 2026. Late proposals will not be considered
and will be returned to the proposer unopened.
A mandatory pre-bid meeting will be held in person on June 22, 2026, at 2:00 PM at the Museum
of Northwest Colorado located at 590 Yampa Ave Craig, Colorado.
Questions regarding the scope of work must be submitted in writing to the City Clerk at
kcarmody@cityofcraig.org, no later than 5:30 PM on June 29, 2026. Responses to all questions
shall be issued in the form of an Addendum to be issued by the City of Craig by no later than
5:30 on July 6, 2026.
The Owner may waive any informalities or minor defects or reject any or all proposals. Any
proposal may be withdrawn prior to the above scheduled time for the opening of proposals or
authorized postponement thereof. Any proposal received after the time and date specified shall
not be considered. No proposer may withdraw a proposal within 60 days after the actual date of
the opening thereof. Should there be reasons why the contract cannot be awarded within the
specified period the time may be extended by mutual agreement between the Owner and the
proposer.
The party to whom the contract is awarded will be required to execute the agreement. The
notice to proceed shall be issued within ten (10) days of the execution of the agreement by the
Owner. Should there be reasons why the notice to proceed cannot be issued within such period,
the time may be extended by mutual agreement between the Owner and the proposer. If the
notice to proceed has not been issued within the ten (10) day period or within the period
mutually agreed upon, the proposer may terminate the agreement without further liability on the
part of either party.
The Owner may make such investigations as they deem necessary to determine the ability of
the proposer to perform work, and the proposer shall furnish to the Owner all such information
and data for this purpose as the Owner may request. The Owner reserves the right to reject any
proposals if the evidence submitted by, or investigation of, such proposer fails to satisfy the
Owner that such proposer is properly qualified to carry out the obligations of the agreement and
to complete the work contemplated therein.
All applicable laws, ordinances, and the rules and regulations of all authorities having
jurisdiction over the project shall apply to the contract throughout.
This project is exempt from Sales Tax requirements. The party to whom the contract is awarded
will be required to complete all necessary forms to document the exemption.

SCOPE OF WORK
The City of Craig (City) is issuing this Request for Proposal (RFP) to solicit sealed proposals from
qualified, licensed, and experienced contractors to overlay approximately 6,500 sq. ft. of an
existing Modified Bitumen (Torch down) roof with a minimum 50 mil PVC membrane roof, or
approved equivalent, at the Museum of Northwest Colorado located at 590 Yampa Ave, in Craig
CO.
The full scope of work for this project is defined in the Specifications section of the RFP packet
and is hereby incorporated by reference. Proposers are responsible for reviewing all
specifications, drawings, and related documents in the packet and for submitting proposals that
fully comply with those requirements. Failure to review or comply with the specifications shall
not relieve the proposer of the obligation to provide a complete, functional, and code-
compliant system.
Roofing material proposed as an alternative, must be demonstrated to be equal or superior in
performance, durability, and warranty. The City reserves the sole right to determine the
acceptability of any proposed equipment.
Any work, materials, or services not specifically included in the proposal shall be clearly
identified as exclusions. Failure to identify exclusions shall not relieve the proposer from
providing a complete roof covering system in accordance with the specifications.
All work shall be performed in compliance with applicable federal, state, and local laws,
regulations, and codes.
LICENSING & PERMITTING REQUIREMENTS
The Contractor is required to obtain all permits for the work. The City of Craig will issue permits
but will NOT require permit fees for this project. In order to acquire a permit for this project, a
contractor must have an active City of Craig SX-SR (Roofing), Class “B”, or Class “A” General
Contractors license. For additional information concerning permits, licensing, and/or inspection

with completion by no later than October 31, 2026.
PROPOSAL FORMAT
To facilitate the review of qualifications, all proposals are required to adhere to the following
requirements. The City of Craig strongly encourages proposers to ensure that qualification
submissions are succinct and clearly organized. The response must be written and organized in
the order defined below. The submission should be complete so as not to be considered non-
responsive.
A. Cover Letter. Provide a letter of introduction or cover page from an authorized
representative.
B. Name, Title, and Contact Information. Include the name of the person or persons who will
be authorized to make representations on behalf of the Respondent, with all contact
information.
C. Company History. Provide business background and overview of products and services
offered by your company.
D. Qualifications and Experience. Provide the qualifications of the Respondent and its
specialized experience and technical competence that qualify it to provide the services
required. Provide the names and qualifications of outside Respondents and sub-
contractors that will be employed to assist on the work to be performed under your
proposal.
E. References. Provide a list of names, addresses and telephone numbers of at least three
clients (public sector preferred) for which the Respondent has successfully completed
similar projects to that required by this RFP within the past five years.
F. Schedule. The proposal shall include the Respondents proposed schedule to complete the
work described herein.
G. Cost Proposal. Provide a cost proposal detailing the proposed work tasks and proposed
costs for each work item. The cost proposal should reflect a clear understanding of the
required services and include labor hours, rates, exclusions, etc.
H. Selected respondent shall ensure that all proposed plans (If required) will meet the
highest industry standards for a project of this type.
