Project Description: The purpose of this Sole Source Notice RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the county regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. The county is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in County Ordinance 3.20, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.

The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. SOLE SOURCE JUSTIFICATION
Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.
The Mayor’s Office is responsible for leading and implementing key initiatives that impact county operations and services. However, with the current allocation of responsibilities, there is a need for additional planning and project management support to ensure these initiatives are effectively scoped, planned, and executed. The Mayor’s Office would like to engage Jill Miller, former associate deputy mayor of Salt Lake County, under a sole source contract to fill the role of Project Management Consultant. The consultant will work closely with the Mayor and senior staff to identify opportunities and barriers, document project plans, and facilitate coordination throughout the process. Given our need to move expeditiously on a number of projects, Jill’s pre-existing knowledge of our ongoing projects and her deep institutional knowledge of the county, we believe she is uniquely positioned to step into this role in a way no other potential consultant could. Since Jill has worked on these projects as associate deputy mayor, county believes that transistional costs would be unreasonable to bring on someone other than Jill in this capacity, since anyone other than her would require additional time and expense to get up to speed on the projects and developing relationships with the current staff.

The County is a governmental entity subject to the Utah Governmental Records and
Access Management Act (GRAMA), Utah Code Section 63G-2-101 et seq. All
documents submitted in response to this RFI will be treated as protected records under
GRAMA Section 63G-2-305(7). Please be advised that documents submitted in
response to this RFI will become public records upon execution of a contract directly
relating to the subject of this request or in the event the County does not enter into a
contract which directly relates to the subject matter upon the expiration of two years
from the date of issue of this RFI. Trade secrets and commercial information will not be
disclosed provided that you have properly compiled with Utah Code Section 63G-2-305
and Utah Code Section 63G-2-309.
