The Chief of Naval Education and Training (NETC) requires contractor services to support the Naval Introductory Flight Evaluation (NIFE) program training for students from Naval Aviation Schools Command. The purpose of the NIFE program is to ensure that all pilot and Aviation Flight Officer (AVO), Naval Flight Officer (NFO) candidates receive flight instruction per the NASCINST 1542.1 Series Naval Introductory Flight Evaluation Master Curriculum. The Contractor shall provide certified flight instructors (CFIs), contractor owned and operated, identically configured aircraft (Cessna-172, Lycoming 180HP engine) and spare aircraft to ensure that there is always a sufficient number of aircraft ready for each successive wave at all home airfields (Pensacola, FL and Gulf Shores, AL). The contractor shall also provide the necessary training aids (to include Flight Simulators), supervision, materials, maintenance, publications, equipment, and services necessary to perform flight screening, military instructor training and other services necessary to perform flight training and screening.

Naval Air Warfare Center (NAWC), Training Systems Division (TSD) intends to issue a Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) Contract. This competitive procurement is expected to be solicited as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside with an associated North American Industrial Classification System (NAICS) code of 611512 (Flight Training) with a size standard of $34 million.
