Description

The Centers for Disease Control and Prevention, National Center of Health Statistics (NCHS) intends to award a sole source firm fixed price purchase order to Medical Marketing Services (MMS Inc) for the American Medical Association masterfile. The purpose is to acquire the complete 2025 American Medical Association masterfile of all practicing, non-federal, office-based physicians in 50 states and the District of Columbia, including specific data elements such as name, address, phone number, and specialty. This data file will be used to draw a sample of physicians for inclusion in the National Ambulatory Medical Care Survey and other physician surveys.

The ancitipated period of performance start date is 1 January 2025. The anticipated purchase order will contain one base period of performance with no options.

The anticipated purchase order is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Market research revealed only one source capable of providing the required datafile which will include all necessary contact information for physicians in the United States. The datafile provides the NCHS ability to create a confidential, nationally representative sample of physicians by which it could field its physician surveys. A suitable alternative to the AMA masterfile containing all required information has not been identified through market research. The only identified vendor providing the required AMA file is MMS Inc.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at zdw8@cdc.gov by 2:00pm EST on 12 December 2024.
