REQUEST FOR PROPOSAL

WRANGLER AND CORRAL SERVICES FOR FANNIN COUNTY SHERIFF’S OFFICE –RFP # 2025-001

Sealedproposals shall be received no later than 3:00 pm, May 13, 2025 in the FanninCounty Purchasing Agent’s Office, 101 E. Sam Rayburn Dr. Suite 313, Bonham, TX75418.

Proposals will be opened at the FanninCounty Purchasing Office, 101 East Sam Rayburn, Suite 313, Bonham, Texas 75418 onMay 13, 2025 at 3:15 PM. All proposals received after the above-mentioned dateand time will be returned unopened and shall be considered void andunacceptable.

BelowSpecifications are requested:

Equipment, Labor, Facilities and Feed to provideFannin County with the services of securing estray animals (cows, horses,donkeys, swine, goats, sheep) impounded by the Sheriff’s Office, providingstorage and transportation to auction sale facility as needed.

SUCCESSFULBIDDER SHALL defend, indemnify and hold harmless Fannin County and all itsofficers, agents and employees from all suits, actions, or other claims of anycharacter, name and description brought for or on account of any injuries ordamages received or sustained by any person, persons, or property on account ofany negligent act or fault of the successful bidder, or of any agent, employee,subcontractor or supplier in the execution of, or performance under, anycontract which may result from bid award. Successful bidder shall pay any judgment with cost which may be obtainedagainst Fannin County growing out of such injury or damages.

Fannin County reserves the right to acceptand or reject any and all proposals.

MARK ENVELOPE: "RFP#2025-001 Wrangler & Corral Services"

GENERAL SCOPEOF WORK:

1. Theauthorized wrangler is responsible to provide sufficient assistance and toolsrequired to capture the Estray animal.

2. The Estrayanimal will be transported by the authorized wrangler to an appropriate storagefacility for the number and type of animal seized, that has been approved bythe Fannin County Sheriff's Office. The transport to the approved storagefacility will be in a secure means of transportation of the type normally usedto transport that type of animal. If the Estray animal is injured during thecapture or transportation, the Fannin


County Sheriff's Office shall benotified as soon as possible. If required, a vet will be called who is properlylicensed and insured.

3. The Estray animal must be secured in a fenced area and provided shelter appropriate for the type of animal.

4. The Estray animal will be provided proper food and access to water appropriate to the type of animal.

5. The Estray animal will be inspected by the authorized wrangler at least once per day.

6. If the Estray animal is injured or becomes ill, a veterinarian will be contacted. Only in an emergency willthis be done prior to contacting the Fannin County Sheriff's Office. veterinarycharges will be billed directly to the County.

7. The authorized wrangler will assist the owner or purchaser in loading theanimal for final disposition.

8. If the County becomes the owner of the Estray animal, the authorizedwrangler may transport the Estray animal to the location of final disposition,not to exceed 80 miles from the storage site.

9. Except in negligence on the part of the authorized wrangler, no recourseto the authorized wrangler will be sought in case of injury or death of the Estray animal.

10. Any damages arising from the animal(s) to personal or real property either while Estray or during capture will be subjectto legal remediation after proper procedures for recourse are followed by theproperty owner against the animal owner (if located) or the insurance carrierof the property owner.

11. If the Estray animal is not captured due to escape, or the owner of theEstray animal claims the Estray animal prior to the arrival of the authorizedwrangler, no fees will be paid to the authorized wrangler.

12. The authorized wrangler will communicate directly with the Fannin CountySheriff's Office Civil Division.

The authorized wrangler shall be responsible for knowing the scope of thework.
