REQUEST FOR STATEMENTS OF QUALIFICATIONS
CONSULTANT SERVICES
24-013QP – Gateway Park N and 8th Ave S Remediation
The City of Seattle, through Seattle Department of Transportation (SDOT), requests Statements of Qualifications (SOQs) from qualified firms to provide Remedial Investigation (RI) and Feasibility Study (FS) services under an upcoming Agreed Order with the Department of Ecology (Ecology).
This includes technical and strategic support for any potential interim actions if required or agreed to by Ecology, and preparing a preliminary Draft Cleanup Action Plan (DCAP) to select a cleanup alternative. The purpose of the RI, FS, and preliminary DCAP for the site is to provide sufficient data, analysis, and evaluations to enable Ecology to select a cleanup alternative for the Site.
SDOT has identified the following core functions in this scope of work. Please refer to the RFQ for the definition of a core function:
The City expects to select one qualified consultant team for one contract up to Nine Jundred Thousand Dollars ($900,000).
This is expected to be a four (4) year contract beginning in Q3 2024 covering the Remedial Investigation and Feasibility Study (RI/FS) and draft Cleanup Action Plan (CAP) phases of the cleanup. Schedule is dependent on the date of Agreed Order with the Department of Ecology and is defined by state law. The City will evaluate the option to extend the contract duration depending on performance and the schedule of individual tasks.
An online pre-submittal meeting is scheduled for 2:30PM PST, Tuesday July 9, 2024.Additional details are available on Bonfire, SDOT’s procurement platform.
Electronic submittals must be uploaded to Bonfire by 5:00PM PST on July 26, 2024.
Consultants must register for a free account at Bonfire ( https://cityofseattle.bonfirehub.com/ ) to access solicitation documents, including the RFQ packet, evaluation criteria, additional submittal information, to ask questions, and receive any addenda.
