FREEDOM BOULEVARD 30” WATER LINE

CITY OF FLORENCE BID NO. 2025-70

The City of Florence is accepting sealed bids from licensed and qualified contractors for the Freedom

Boulevard 30” Water Line.

CONSTRUCTION TIME LIMIT (BASE BID): 365 Consecutive Days

ADDITIONAL CONSTRUCTION TIME WITH ALTERNATE 1: 60 Consecutive Days

ADDITIONAL CONSTRUCTION TIME WITH ALTERNATE 2: 60 Consecutive Days

PROJECT SCOPE: The work to be done consists of furnishing all materials, equipment and labor

necessary to construct Freedom Boulevard 30” Water Line – Base Bid, consisting of the approximate

quantities:

 +/- 5,615 LF of 30" DIP waterline along Freedom Blvd (US HWY 301).

 +/- 1,000 LF of 12" DIP and 1,125 LF of 12" PVC along Becky's Pkwy (S-21-1350) to connect to

existing 12" water line.

 +/- 1,178 LF of 8" DIP along Saint Beulah Rd.(S-21-859) to connect to existing 8" water line.

 All associated water appurtenances.

Bid Alternative 1 and Bid Alternative 2 consist of the approximate quantities:

 +/- 400 LF of 36" HDPE Directional Drill

 +/- 9,600 LF of 30" DIP waterline along Freedom Blvd (US HWY 301).

 All associated water appurtenances.

BID OPENING DATE/TIME: Thursday, November 6th, 2025 at 2:00 PM

LOCATION FOR THE RECEIPT OF BIDS: City of Florence, City Center, Purchasing/Contracting Office,

324 West Evans Street, Florence, SC 29501-3430. Electronic bids will not be accepted. All bids must be

clearly marked with the bid name/number on the exterior envelope (Bid No. 2025-70: Freedom Boulevard

30” Water Line).

The Information for Bidders, Bid Form, Contract, Plans, Specifications, Bid Bond, Performance Bond and

Payment Bond, and other contract documents may be examined at the following locations:

Bidding Documents may be viewed and ordered online by registering with Duncan Parnell via their bid

room https://bidroom.duncan-parnell.com/ . Registration with Duncan Parnell is required to obtain the bid

documents and be added to the official Plan Holder’s List. Addenda will only be notified to those buying

full sets from Duncan Parnell via their bid room. The cost of bid documents and shipping is non-refundable.

Bidder must be an official plan holder and on the projects plan holders list for bid to be considered, that is

maintained by AECOM Technical Services, Inc.

Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond

made payable to the Owner in an amount equal to not less than five percent (5%) of the amount of the bid.

Provisions of the security shall be as described in the Information for Bidders. A one hundred percent

(100%) payment bond and performance bond will be required. Contractor must provide fire, extended

coverage, vandalism, and malicious mischief insurance equal to the actual value of the insured property

during construction.

Any prospective bidder, offeror, contractor or subcontractor who is aggrieved in connection with the

solicitation of this contract may protest to Engineer (or) Owner in accordance with Section 11-35-4210 of

the SC Code of Laws, within 15 days of the date of issuance of the Notice of Intent to Award.

No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina

Contractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11,

Sections 40 11 10 through 40 11 428).

Contractors shall have a classification of WL5.

No bidder may withdraw the bid within 90 days after the actual date of the opening and thereof.

These bid documents will be modified only by written addenda.

The Owner reserves the right to waive any informalities or to reject any or all bids.
