Written Questions and Comments Submitted
1. Question: Please clarify the required method and level of integration with the Municipal
Court’s Curia Judicial Case Management System (JCMS). Is the expectation a real-time API/data
exchange, batch file transfer, or another integration approach?
Response: JCMS can provide omnidirectional, bidirectional data exchange through Application
Programming Interface (API) or through Batch File Transfers.
2. Question: Does the City require vendors to provide backup power (UPS or battery systems) to
maintain operations during outages?
Response: The City does not require this.
3. Question: The RFP requires that vendors provide a minimum of two PoE ethernet ports
(60W) with internet access to support City-installed devices. Since the City has not defined what
type of additional devices may be connected, the associated bandwidth and data usage
requirements are unknown.
Response: The devices the City plans to install have a combined maximum bandwidth of
10Mbps.
4. Question: Does the City expect the vendor to also provide and fund the data plan/internet
service for these additional ports? If so, can the City provide estimates or specifications of the
potential devices and their data consumption to allow vendors to accurately assess costs?

Without this clarity, how should vendors account for potentially unlimited or undefined data
usage in their proposals?
Response: The city expects the vendor to fund the data plan service for these additional ports, as
their bandwidth may be considered incidental to the vendor-supplied devices. Total combined
maximum bandwidth of the additional devices is 10Mbps.
5. Question: The RFP states that online payment portals must provide “receipt/proof of violation
payment via email to payors.” Would the City consider alternative methods of proof of payment
(such as an immediate downloadable or printable receipt from the portal) to be acceptable, in
addition to or instead of email delivery?
Response: No, the City requires this method of delivery for ease of use and record keeping
amongst its constituents.
6. Question: If email is mandatory, is there flexibility to also provide other forms of
confirmation for user convenience?
Response: Not at this time.
7. Question: The RFP states that printing and mailing of duly authorized citations, including
follow-up notices, “shall be the responsibility of the successful company and may not be
subcontracted.” Does the City expect the prime contractor to perform all mailing activities
fully in-house (including printing, stuffing, and USPS submission)? Or would the use of a
professional mail house service be acceptable, provided the prime contractor maintains
full accountability and quality control over the process?
Response:
Mail house services with a detailed life cycle may be considered.
All other provisions of the project shall remain as stated in the original RFP documents.
