Fairlawn Sidewalks Project
ENGINEERING
Pursuant to N.C.G.S. 143-128 and 129, sealed bids endorsed “Fairlawn Sidewalks – FB2644” will be
received by City/County Purchasing, City Hall Building, 101 N. Main Street, Winston-Salem, NC until
2:00 PM, October 2, 2025, at which time they will be publicly opened and read aloud in Conference
Room 16. The City reserves the right to reject any or all proposals.
Bidders are hereby notified that they must be properly licensed as required by Chapter 87 of the North
Carolina General Statutes. 100% Performance & Payment Bonds will be required. Additionally, all
prime contractors and subcontractors are required to be NCDOT prequalified at time of bid!
This contract is partially federally funded and NCDOT has oversight; therefore, Davis-Bacon wages
apply, with Debarment, Anti-Lobbying, Gift Ban, and other specific forms that must be submitted with
a bid. Compliance with NCDOT’s DBE program is required on this contract. A combined DBE
subcontracting goal of 5% has been established for this project.
All work will be in accordance with the plans and specifications, which are available electronically by
contacting Catherine Knisley at catherinek@cityofws.org during normal business hours.

A non-mandatory site visit pre-bid conference will be held at 10:00 AM, September 16, 2025 at Fairlawn
Dr/Fairlawn Ct (in front of Crown Apts), ~2445 Fairlawn Drive, Winston Salem, NC. The purpose of
this conference is to review the DBE goals for the project, to describe and summarize the scope of work,
and to take questions from interested bidders. A record of attendees will be made. Even though this is
non-mandatory, attendance is strongly encouraged.
Summary of Work: Construct construction of sidewalks and other pedestrian improvements along
Fairlawn Drive in Winston-Salem, NC involving grading, drainage, paving, curb & gutter, and
sidewalks.
Construction time is estimated to be 120 calendar days from NTP with LDs of $600/day.
