Notice Reference Number: F1T0DJ4087A001 – NOCA Fiber Optic Delay Lines
This is a notice of contract action (NOCA). This is not a solicitation or a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZC will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests.
The United States Air Force Test Center/Enterprise Services and Innovative Solutions (AFTC/PZZC), Eglin AFB, FL intends to issue a sole source contract to Microwave Photonic Systems (MPS) for acquisition of Fiber Optic Delay Lines (FODLs).
This acquisition is conducted under the authority of FAR 6.302-1, (10 U.S.C. 3204(a)(1)). Only one responsible source and no other supplies or services will satisfy agency requirements. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., only one responsible source, urgency, industrial mobilization, international agreement, authorized or required by statute, national security, and/or public). This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.
The 782 TS/RNWG requires a first article FODL chassis along with a follow-on production for 12 additional units. Requirements have been developed for the Guided Weapons Evaluation Facility (GWEF) FODL to receive a wide-bandwidth Radio Frequency (RF) signal from the GWEF signal conditioning system, apply a time delay commanded from the GWEF Hardware-in-the-Loop (HITL system), and outputs the signal later in time. The current risk factors are meeting a tight schedule and obtaining a first article (and subsequent production) of a technically acceptable FODL. Critical requirements for this acquisition include meeting the specification for first article production and having the production capability to meet the schedule deadline.
It is recommended to obtain a solution to this requirement from MPS. This requirement is to proceed as a single source acquisition due to vendors not being capable of fulfilling the requirement. As a result, it has been determined to be in the best interest of the Government to proceed with a single source acquisition to MPS, the vendor for this FODL requirement.
The anticipated contract award date is 25 July 2024. Any responses to this NOCA shall include the subject line “F1T0DJ4087A001 – NOCA Fiber Optic Delay Lines” and be submitted to Logan Deming, Contract Specialist, Email: logan.deming@us.af.mil and to the Contracting Officer Anthony Saporito at anthony.saporito.1@us.af.mil no later than 1300 on 25 June 2024.
No telephone responses will be accepted. Any information submitted by respondents to this Notice of Contract Action is strictly voluntary. To the maximum extent possible, please submit nonproprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel.
