2.0 PURPOSE OF RFP
2.1 INTRODUCTION
The purpose of this RFP is to solicit offers and to prequalify Vendors for a Fire Alarm
Communications and Elevator Alert Communications Statewide Term Contract. The State
seeks solutions for fire alarm communication systems and elevator alert (telephony, text, and
video) systems capable of transmitting and monitoring communications, providing
maintenance services, and operating independently of the State’s current IT network without
requiring Vendor access to the network. The solutions will be utilized to address coverage
throughout the State to connect existing fire alarm and elevator alert communication systems
and any new fire alarm and elevator alert communication systems for state agencies, as well
as for non-mandatory entities (i.e., universities, community colleges, schools, and local
governments) on an as-needed basis and in accordance with the terms and conditions of this
RFP.
For State-owned buildings, an outside design engineering firm is required to create, review,
and approve plans through the State Construction Office (“SCO”) before any changes to any
State-run buildings or elevators can be implemented. All work on elevators must be approved
by the North Carolina Department of Labor (“DOL”) prior to construction.
2.2 AGENCY BACKGROUND
The North Carolina Department of Information Technology (NCDIT) is the primary technology
advisor to State agencies and operates as a central IT service provider. NCDIT's mission is
to deliver secure, reliable technologies to help agencies serve citizens in the digital age.
NCDIT oversees state IT projects and manages contracts for goods and services related to
information technology. As part of its responsibilities, NCDIT ensures that State agencies
have access to cost-effective, high-quality IT solutions.
2.3 SUMMARY OF PROBLEM STATEMENT
Many State buildings and elevators have outdated Fire Alarm and Elevator Alert
Communication Transmission systems using POTS (Plain Old Telephone Service) telephony
lines. POTS is an analog telephone line being decommissioned nationwide and replaced with
VOIP (Voice over Internet Protocol) or cellular service. Vendors will be responsible for
providing a telecommunication plan acceptable to NCDIT and the State Construction Office
(SCO) for any State-owned buildings.

Each building is required to have two (2) telephony lines for the fire alarm alert
communication transmission, while each elevator cab is required to have one (1) telephony
line for communication transmission.
The National Fire Protection Association (NFPA) and the American National Standard Safety
Code for Elevators and Escalators (ANSI), American Society of Mechanical Engineers
(ASME), A17.1(most current version) for elevators and escalators, new buildings, and new
elevators have new safety requirements that must be implemented. As building fire safety
and elevator system codes are amended or adopted, the Vendors must ensure that their
respective systems are up-to-date, both at the time of offer submission and at the time of
contract performance, on all building and elevator safety standards, codes, and laws in
relation to the specifications within this RFP. For each installation, the Vendor shall meet the
requirements that will be detailed by the Authority Having Jurisdiction (AHJ). Please see
Section 3.5.2 for more information on current standards, codes, and regulations.
The State is seeking separate IP (Internet Protocol) and/or cellular communications solutions
for the building’s fire alarm alert and elevator alert communication transmission systems, that
operate independently of the State’s current IT network, do not require Vendor access to the
network, and that provide an Authority Having Jurisdiction (AHJ)-approved monitoring station
for each respective system. Vendors may propose a solution for either the fire alarm alert
communication transmission system or for the elevator alert communication transmission
system individually, or for both systems, provided that each operates independently from the
other.
For State agencies, the Department of Administration (DOA) has a monitoring arrangement
with several State facilities where building fire alarm alerts and elevator alerts are routed to
State Capital Police (SCP). However, there are still thousands of other building fire alarms
and elevator alarm lines currently utilizing POTS and Centrex lines that are not monitored by
the SCP. The goal is to rectify this situation for State agencies only. The State seeks Vendor
solutions that can connect fire alarm and elevator alarm lines for State-run buildings and
elevators to the State Capital Police monitoring station.
For non-state agencies, local governments, universities, community colleges, and non-state-
owned buildings, monitoring services will not be routed to SCP, but the alert may need to go
to those respective entities’ central monitoring team/location.
2.4 OPEN ENROLLMENT
To ensure the contract remains current and includes the latest related telecommunication
solutions or services, the State may, in its discretion, periodically conduct open enrollment of
the contract to consider new Vendors.
2.5 CONTRACT TERM
A contract awarded pursuant to this RFP shall have an effective date as provided in the
Notice of Award. The term shall be three (3) years and will expire upon the anniversary date
of the effective date unless otherwise stated in the Notice of Award, or unless terminated
earlier. The State retains the option to extend the contract for two (2) additional one (1) year
periods at its sole discretion.
2.6 EFFECTIVE DATE
This solicitation, including any Exhibits, or any resulting contract or amendment shall not
become effective nor bind the State until the appropriate State purchasing authority/official
or Agency official has signed the document(s), contract or amendment; the effective award
date has been completed on the document(s), by the State purchasing official, and that date
has arrived or passed. The State shall not be responsible for reimbursing the Vendor for
goods provided nor Services rendered prior to the appropriate signatures and the arrival of
